1.    Introduction of the organization

Hand in Hand Eastern Africa (HiH EA) is a registered NGO in Kenya and Tanzania and is part of the Hand in Hand global network. The organization started operations in Kenya in October 2010 and is currently operating with 23 Field offices serving 33 out of 47 Counties in Kenya. HiH EA has so far mobilized, trained and has under training, over 350,000 members (80% women, 40% youth) who have created over 330,000 enterprises (30% eco-enterprises) and over 450,000 jobs on the Kenyan programme. Hand in Hand Eastern Africa –Tanzania (HiH EA-TZ) began operations in January 2018 and is currently operating with two branch offices serving two regions in northern Tanzania. So far, HiH EA-TZ has mobilized over 29,000 members (83% women) who have either been trained or are still under training, and who have created over 20,000 enterprises and over 27,000 jobs.

Assignment Description

HIH EA is wishes to engage a procurement specialist to carry out an end to end pre-qualification exercise for Monitoring, Evaluation and Learning (MEL) consultancies services. The aim of this exercise is to support HiH EA identify firms/ individuals who can provide; evaluation, baseline, midline, outcome harvesting, impact studies etc. for projects in along key thematic areas as details below.

Key Thematic Areas

HiH EA’s work focuses on entrepreneurship – enterprise development and job creation for target members (beneficiaries). HiH EA works to eradicate poverty at two levels; the bottom of the economic pyramid (BOP) and at accelerator level where those who have graduated from the BOP lever are provided  further support in terms of training, mentorship, access to credit and markets. Other thematic areas embedded into the entrepreneurship theme include:

1.    General Entrepreneurship

2.    General Agriculture and value chains

3.    Regenerative Agriculture/Agroecology

4.    Environment

5.    Waste Management

6.    Human Rights

7.    Gender and Advocacy

8.    Livestock – especially poultry, goat, dairy and apiculture.

Scope of Work

The procurement specialist will carry out this exercise and share a final list of firms/individuals with HIH EA of firms or individuals recommended to carry out these evaluations. The final list will be reviewed by HiH EA for consideration and adoption.

Selected firms will be prequalified to offer evaluation services within HiH EA on a needs basis based subject to their area of specialization. The procurement specialist will be expected to use a transparent and credible evaluation criteria to prequalify firms /individuals for the provision of these services.

Skills & Capacities

1.    Be a certified procurement practitioner with Kenya Institute of Supplies Management

2.    Over 10 years’ experience in the field of procurement and supplies.

3.    Experience and knowledge of the end to end procurement cycle.

4.    Proof of clear understanding of consultancy services selection process and review procedures.

5.    Proof of experience in a similar assignment especially in the NGO sector.

6.    Record of ethical practice in procurement and supplies.

7.    Proof of previous experience in carrying out prequalification exercises.

8.    Willingness and commitment to adhere to HIH EA safeguarding practices and Values.

9.       Previous experience of high quality progress reporting, project mid-term review and final evaluations, including quality assuring inputs from external consultants

3.    Technical proposals displaying acumen in the specific assignment and clear methodology proposed to carry out the assignment

4.    Financial proposal.

5.    Three (3) written references from organizations served before.
