Terms of Reference: Senior Manager, Impact (Individual Consultant) Full Time Consultant, Kenya – Girl Effect International

Who We Are

Girl Effect is an international non-profit that builds media that girls want, trust and need. From chatbots to chat shows, and TV dramas to tech, our content helps adolescent girls in Africa and Asia make choices and changes in their lives.

We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, and relationships, empowering girls with the skills to negotiate and redefine what they are told is possible “for a girl”.

Our reach is 50 million and counting. And we’re using technology to reach girls at scale so every girl can choose to be in control of her body, health, learning and livelihood.

Because when a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country.

That’s the Girl Effect.

Background

With the support of MSD for Mothers, Girl Effect will design, launch, and implement an 18-month project to develop a new digital product or products that will help connect young women in Kenya to sexual and reproductive health services and products (oral contraception, IUDs, implants, consultations with gynecologist and more). Digital technologies have opened up new ways for women to access these products and services online. However, there are still too many barriers that prevent young women from taking advantage of these options. Over 18 months, Girl Effect aims to bring together young women, service providers and other key stakeholders to co-create and test prototypes and products for a new digital product or products that will work with existing platforms to expand access to healthcare across Kenya. Through this work, we aim to raise new funding to take successful products to market at scale.

Context of the Role

We’re looking for an experienced consultant to join our Impact team to support the delivery of the large-scale social behaviour change programs that focus on improving the lives of adolescent girls and young women, leading the testing, monitoring and evaluation of innovative products and solutions and products.

What You’ll Do

  • Lead the development and implementation of our evidence strategy across multiple programs, including one in Kenya and one in South Africa.
  • Ensure that project deliverables are carried out on time and to a high standard.
  • Lead, with the support of the Global Head of Impact, the methodological design of research, monitoring and evaluation frameworks and studies/evaluations, using qualitative and quantitative methods.
  • Liaise with different teams and product leads to ensure that measurement is fit-for-purpose, girl-centered and appropriate for different cultural and social contexts.
  • Liaise with other colleagues to ensure that the approach at each stage fits within a structured approach to measurement, aligning with design sprints, M&E implementation, and overall evaluation.
  • Quality assure data management, analysis and reporting to ensure that measurement meets the highest quality, data protection and ethical standards and is effectively generating both insights for end-users across the organization, and results for accountability and learning.
  • Provide technical expertise, particularly on quantitative outputs, liaising with team members as required. Where necessary, you will support colleagues in the global evidence team to quality assure evidence projects.
  • Manage evidence colleagues in country on project work, building their capacity and skills as needed.
  • Source and manage external research and evaluation experts when necessary and/or support other staff to do so.
  • Ensure that research outputs are accessible and tell a clear, compelling story using the data, with visual, engaging reports for internal and external use.
  • Support the partnerships team in contributing to proposals, donor reporting and other donor-led activities as needed.
  • Help build a culture of evidence-based decision-making, drawing insights from our evidence work to drive greater impact for girls through our programming and contribute to Girl Effect’s Moving from Strategy to Measurement effort within their Pathway to Impact.
  • Contribute technical and theoretical expertise to relevant processes, including strategy development, programme design and the development of Theories of Change.
  • Begin supporting the application of Girl Effect’s peer research approaches. Identifying partners to work with in peer research, and beginning to apply learnings from Girl Effect’s Technology Enabled Girl Ambassador methodology to flush out our peer research qualitative approach in Kenya and South Africa.

Who You Are

  • Demonstrable technical skills in design, fieldwork, data analysis and reporting for large-scale and panel surveys, including outcome evaluations, within one or more of the media, communications, international development or social change sectors.
  • Direct experience in evaluating digital user-facing interventions, including contributions to the design process with respect to back-end measurement needs and the pathway to achieving necessary project outputs through digital data capture.
  • Hands-on experience in applied research in emerging markets or developing contexts using a wide range of qualitative and quantitative methodologies.
  • Experience in Human Centered Design, Ux Design, or other Design Sprint processes.
  • Demonstrated skills in producing high-quality, innovative and engaging research reports, presentations and briefings for diverse audiences.
  • Strong project management skills, including developing clear internal communications systems and work plans, terms of reference, and reporting.
  • Strong cultural awareness and sensitivity about the cultures within which Girl Effect operates.
  • Experience coordinating work-streams across multiple geographies and ability to work effectively in multicultural teams with varying expertise, skills and backgrounds.
  • Excellent written and spoken English and Swahili, with an ability to cut through complexity and communicate effectively to multi-disciplinary audiences.
  • Creative and inquisitive mindset with strong communication and organizational skills.
  • Commitment to realizing girls’ potential and to the Girl Effect’s vision and values.
  • Background in evaluating programmes related to women and girls is also highly desirable.
  • Bachelor’s degree.
  • 6+ years of experience.

Desirable

  • Advanced expertise in digital user interfaces within the development or humanitarian context
  • Either brand/media market strategy or social and behaviour change theory to complement existing skills within the team.
  • Advanced technical/theoretical knowledge in one or more of Girl Effect’s thematic areas (e.g. gender, sexual and reproductive health, economic empowerment etc.)
  • Proficiency in using statistical software for data management (e.g. R, SPSS or Stata)
  • Hands-on experience of applied research in emerging markets or developing contexts.
  • Experience in training and mentoring others in research methods, data analysis and reporting.
  • Experience in multicountry organizations, preferably an international NGO. Experience working on projects in South Africa is a plus.
  • Master’s in a relevant field (e.g. public health, science etc.)

● Deadline for responses:6th February 2023

● Project commencement: February 2023

Expected Commitment

  • The assignment will take approximately 6 months to complete.
  • The consultant will be expected to spend 5 days a week or up to 40 hours each week on this assignment, depending on the programme’s needs. This will be a full time consultancy for at least 6 Months.
  • The consultant’s assignment period is from February 2023 to June 2023

Location

The consultant must be based in Kenya and must be conducive to working with teams in Tanzania, Ethiopia, the UK, the USA, and India. This consultancy may require up to 35% travel. GE will cover the travel expenses in accordance with its travel policies.

Proposal Submission

Your proposal should be 5 pages max and cover the following:

  • Your understanding of the brief and why you feel you are well-placed to advise us on this
  • Credentials/Profile/CV – Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
  • **Reference-**Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  • Breakdown of Costs with applicable taxes and other charges clearly identified in KES. Consultants should provide their daily or hourly billing rate or their proposed fixed fee for the requested deliverables.
    • All applicable taxes should be quoted separately;

In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP and demonstrate how the bidder will meet the requirements of the evaluation criteria.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below.

Technical Evaluation

  • Experience and qualification as outlined in your CV/Credentials/Profile – 30%
  • Showcases relevant experience in having done previous similar work with relevant agencies or organizations – 20 %
  • Interpretation and understanding of this TOR – 10%
  • Evidence of a minimum of three contactable references – 10%

Financial Evaluation

  • Value for money/proposed budget breakdown – 30%

Reporting
