DESCRIPTION

JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data. The CHISU program strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.

CHISU will be working with the Government of Kenya and USAID Kenya to support malaria elimination activities led by the National Malaria Control Programme, including provide technical assistance to the end term review of the Kenya Malaria Strategy 2019-2023 and development of a new malaria strategic plan.

RESPONSIBILITIES

CHISU is seeking a Data Scientist who will be responsible for leading all malaria related data use and analysis activities. The successful candidate will report on a day-to-day basis to the CHISU Kenya Resident Advisor. Their specific responsibilities will include but shall not be limited to:

  • Facilitate data analysis and generate information to improve service delivery and coverage, and assist with the development of a comprehensive data analysis resource that can benefit all health programs;
  • Support implementation of methods and processes to improve the generation of information products (e.g. data visualizations, dashboards, GIS maps) and promote their adoption and use;
  • Provide national and county level support in data analysis methods to improve capacity to understand barriers to access and quality of health programs;
  • Advise the DNMP and the MOH on new data science techniques (e.g. artificial intelligence and machine learning) and support implementation of these new techniques to improve the use of data at all levels of the health system;
  • Provide technical assistance at the central level to effectively use data collected through HMIS for decision making;
  • Plan and conduct assessments to understand barriers to the use of information and develop tailored interventions to improve the use of data;
  • Help the DNMP to implement a standardized measure for data quality in the national HMIS;
  • Promote gender equity in data analysis and interpretation.

QUALIFICATIONS

  • Bachelor’s degree in Public Health, Informatics, Mathematics, Statistics, or related field required; Master’s degree preferred.
  • Minimum 3-5 years professional experience doing data analysis, cleaning, and validation is required.
  • Expertise and hands-on experience with database design and data model development required.
  • Demonstrable experience with advanced analytics using statistical software (e.g. R or Stata) required.
  • Strong analytical, problem solving, and organizational skills required.
  • Understanding of the Kenya disease surveillance system, the national HMIS, events-based surveillance and data collection at the community level required; familiarity with DHIS2 is a distinct advantage.
  • Advanced proficiency in Excel and other data manipulation tools is required
  • 3 years of experience in the design and implementation of health information or other electronic health data systems and provision of technical assistance in management information systems for the health sector in Kenya is desirable.
