RFQ Local Consultant for a Project to strengthen Health Management Leadership, Management, and Governance (LMG) Capacities in Kenya

Background:

PCI is participating in a project aimed at improving service delivery and health provider productivity, retention, and representation through strengthening the leadership, management, and governance (LMG) capacities of health managers at all levels in Kenya. Project outcomes will contribute to increasing the pool of women in health sector leadership positions, extending the implementation of Primary Care Networks and fostering inter-professional learning. The project is being implemented in collaboration with the Kenya Ministry of Health and funded through the Global Health Workforce Programme.

PCIs role in the project is to contribute to the development of health leadership, management, and governance training materials and support the delivery of face to face and online learning for health managers at all levels through an initial Training of Trainers and subsequent cascade training approach. Specific measures will be taken to integrate gender, equality and social inclusion (GESI) in the training development and facilitate multi-directional learning in all aspects of the training process. We are now looking for a Local Consultant to support the project.

Specific roles and responsibilities:

Working together with a Project Lead, PCI’s Clinical Director and project partners, the local consultant will:

  1. Support the review and adaptation of existing training curricula (approx. 4 days),
  2. Contribute specialist knowledge and experience around the development of primary health care capacities to support the development of new training modules (approx. 9 days),
  3. Support the design, development, and delivery of the ToT including input around content relevant to the Kenya PHC context (approx. 5 days),
  4. Support the Project Lead and subject matters experts in preparing for and running live online webinars/ seminars and workshops (3 days),
  5. Input to documenting case studies and lessons learned from the project in collaboration with project partners (approx. 3 days),
  6. Provide input to project reports and review meetings as needed.

Location and travel:

Participation in face-to-face meetings and workshops in Kenya (Nairobi and potentially at county level), facilitation of 3-day face-to-face ToT sessions in Kenya (location tbc), and remote home-based working.

Time required:

Approx. 24 days over the period April 2024-Jan 2025

Skills and experience needed:

  • You must be either a qualified clinician – a doctor, nurse, physician’s assistant, clinical officer or other professionally trained health care worker with at least 5 years’ experience of direct patient care in primary care OR have a recognised specialist certification in family medicine / general practice / primary care with a minimum of three years post-specialisation experience
  • Experience and understanding of working in primary health care settings in Kenya
  • Experience of developing materials for primary healthcare workers
  • Familiarity with the Training of Trainers approach
  • Familiarity with and confidence in the development and use of online learning tools including self-paced e-learning, online webinars and seminars, live online workshops
  • Experience of building relationships and working collaboratively with primary health care professionals
  • Excellent time management skills and proven experience of keeping to agreed timelines
  • Access to reliable Wifi and able to use online learning platforms and digital collaboration tools (e.g. Teams)
