Request for Proposal (RFP): Review, Improvement and Finalization of APHF Grants Management Policies
1. Introduction
About Africa Public Health Foundation (APHF)
The Africa Public Health Foundation (APHF) is a charitable organization that exists to forge partnerships and mobilize resources to support critical public health initiatives across Africa, in service of the Africa Centres for Disease Control and Prevention (Africa CDC). In addition to resource mobilization, APHF supports Africa CDC to facilitate program delivery and implementation through procurement and engagement of implementing partners, recruiting, and logistical planning of events and travels among others.
About Africa Centres for Disease Control and Prevention (Africa CDC)
The Africa Centres for Disease Control and Prevention (Africa CDC), officially launched in Addis Ababa, Ethiopia, on 31 January 2017, is the continent-wide public health Institution. It envisions a safer, healthier, integrated and Prosperous Africa, whereby the Member States are capable of effectively responding to outbreaks of infectious
diseases and other public health threats. The Institution’s mission is to strengthen the capabilities of Africa’s public health institutions to detect and respond quickly and effectively to disease outbreaks and other health burdens through an integrated network of continent-wide preparedness and response, surveillance, laboratory, and research programs.
2. Background
The Africa Public Health Foundation (APHF) was established in September 2019 to forge partnerships and mobilize resources for the Africa CDC, to support critical public health activities across the continent. The Africa CDC plays a protector role to APHF.
The Foundation will advance public-private cooperation to strengthen health systems, develop the healthcare workforce, support innovations for public health, and advocate for robust policies, regulations, and partnerships for resource mobilization. The Foundation’s mission and vision are aligned to that of the Africa CDC to support member states to build their capacity to better detect and respond to disease outbreaks and emergencies.
The Foundation has a vibrant governing council comprising of seasoned professionals. The Council’s mandate is to provide strategic direction and oversight on all activities as ambassadors of APHF to critical stakeholders and custodians of APHF’s assets.
The Foundation is looking for qualified individual consultant or a consulting firm interested in providing his/her grants management expertise to review, improve and finalize grants management policies of APHF
3. Scope of work
APHF was started in 2019 and due to covid-19 pandemic, some grants were received from funders to support Africa CDC response. As such, the grants management team developed grants management policies to support these grants. These policies were more specific designed to meet covid-19 response and specific funder requirements.
APHF, as a grants making organization, has developed organization wide grants management policies that can support its mandate in the continent. APHF is now in the process of finalizing the grants manual with grants management system and policies that are robust and effective to receive and manage grants on behalf of Africa
CDC, a continental technical health institution of the Africa Union.
APHF have developed policies that are in draft form. Through this request for quotation, APHF seeks an experienced grants management expert/firm to review the draft policies, improve on the draft policies and finalize the grants management policies in a grants manual that is robust and serves the entire Africa continent needs
and meets best business practices in grants, procurement and financial management.
Description of scope of work
– Review the Africa CDC financial/funds management policies and procurement policies so as to ensure the APHF grants manual does not conflict with Africa CDC finance management and procurement policies. APHF will provide all the documents required by the consultant including the Africa CDC documents
– Review and improve (existing ones) and design new templates that go hand in hand with the manual such as budgeting templates, M&E templates, engagement contract, budget revision templates, reporting templates etc.
– Review the current draft APHF grants management policies
– Recommend areas of improvement, providing relevant policies to include, amend or delete.
– Finalize the drafting of APHF grants management manual
Level of effort and proposed workplan
The following table constitutes a tentative level of effort and workplan process. Final agreed upon workplan and level of effort will be discussed with successful consultant.

Qualification of the individual consultants/consulting firm
– Minimum 8 years of experience in grants or Fund management in development sector, most preferably working in/with Foundation, Fund manager, or a grant making organization
– Demonstrated practical experience in designing and developing grants making policies, procedures and systems. Please provide approved references from at least 3 organizations that you have developed their grants management policies in the last 7 years. These organizations should be of similar size as APHF and of international or continental reach as APHF.
– During interview, if shortlisted, you will be required to share sample work of policy documents developed
– Good communication and writing skills with experience in writing/drafting guidelines/policy documents
– Ability to deliver the work on agreed time period
– At least masters level degree in Finance, business management, accounting, economics or any other relevant degree for the selected lead consultant.
– Demonstrable experience in audit from audit firms will be an added advantage

Proposals may be submitted electronically in Microsoft Word/Excel or Adobe Acrobat PDF format to the email address indicated in this RfP
The proposal must include full CV of the lead consultant only and a short bio of the team members if any. The proposal must also include financial proposal. The financial proposal must indicate the Level of efforts for each of the team members, applicable taxes, team members rates per day and any other relevant information.
The proposal should not be more than 10 pages long (with CV of the lead consultant submitted as a separate document) Marking of Proposal: Proposal submitted via email should be marked in the subject of email as follows: “Company’s name, RFP_002_2022 “Grants Policies”.
