Request for Proposal – Program Endline Evaluation, Education Development Trust (Ed Dev Trust)

About the role

Introduction

Education Development Trust (Ed Dev Trust), through Wasichana Wetu Wafaulu (WWW) Project, focuses on school improvement in a sustainable way by improving the quality of learning, school management and the transition of girls mainly through the formal pathway, but also alternative pathways. Towards this objective, the overall aim of the WWW project is to improve learning outcomes particularly in the foundational subjects of English and Mathematics for girls.

Objectives

The evaluation will include a longitudinal sample and is aimed at achieving the following objectives:

  1. Assess the relevance and impact of WWW project interventions at the level of the girl, school level, household, community and system level through gender equality and social inclusion (GESI) approach.
  2. Assess the delivery effectiveness and efficiency e.g., value for money (VfM), and lessons learnt throughout the project implementation.
  3. Assess learning progress for the project beneficiaries, including girls with disabilities5 and girls in other GESI sub-groups.
  4. To assess project sustainability as per the sustainability plan, and the extent to which the net benefits of the project will continue after the project ends
  5. Assess the overall gains from the interventions arising from the project implementation response and adaptations during the COVID-19.

Scope, Sampling and Evaluation Methodology

The project has been following the same cohort of girls from 2017 when the project started. Currently only one cohort in primary school (class 8) meaning that over 90% of the girls are now in secondary schools while oldest cohort of girls have completed secondary school in March -April 2022. For purposes of follow-up and comparability, the project proposes that as much as possible, but not limited to that, the same girls be followed and assessed. In past assessments, the project has assessed learning through literacy, numeracy and science tests and compared their performance from previous results. The evaluation should adopt a representative sample for assessing all the four dimensions of the project interventions i.e. the school, community, household and the girl herself.

Feasibility Study Deliverables

The main outputs for the endline evaluation are as follows:

  • Inception report
  • Detailed work plan & milestones
  • Undertaking data collection
  • Endline evaluation draft report
  • Final endline evaluation report
  • Other Reporting requirement

Qualifications of the External Evaluator

We are looking for research or consultancy firms with demonstrable experience and skills in similar large-scale evaluations within the GEC / UK Aid projects or education projects. The lead consultants must have a background or solid experience in evaluation of education projects within Kenya or similar context as the project is operating. Bidders are also required to provide CVs for all those proposed in the Evaluation team, clearly stating their roles and responsibilities. Please note that if the enumeration is to be outsourced, the evaluator will be ultimately responsible and liable for the enumerator’s performance and conduct.

The evaluation team should demonstrate the technical expertise and experience required to deliver the scope of work and evaluation outputs, with regards to:

  • Evaluation design
  • Skills in quantitative and qualitative research and document analysis
  • Relevant technical knowledge and experience
  • Evaluation management
  • Primary and desk research
  • Country experience
  • Information management
  • Statistical analysis
  • VfM assessment of education projects
  • Safeguarding and child protection
