Request for Expressions of Interest: Individual Consultant to Conduct an Independent Technical Evaluation of The Rsif Research and Innovation Grants – icipe

The International Centre of Insect Physiology and Ecology (icipe) has received financing from the World Bank toward the cost of the Regional Scholarship and Innovation Fund Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will be to evaluate the contribution of Rsif research grants and innovation grants to research excellence and innovation capacity at the African host universities and other beneficiaries. The specific objectives of the evaluation include (1) Conduct an in-depth review/evaluation of the research and innovation projects implementation efficiency and progress towards achieving outcomes and impact, especially strengthening the overall university innovation ecosystem, and (2) Evaluate Rsif’s contribution to outcomes and impact, especially where different donors are funding different aspects of the same project.

The International Centre of Insect Physiology and Ecology now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is:

  1. A PhD in social science, chemical and engineering sciences, agriculture, environment and natural resources, business management, monitoring and evaluation or other relevant disciplines, with at least 5 years’ proven experience in programme evaluation in Sub Sahara Africa (SSA); or
  2. MSc degree with at least 10 years’ proven experience in programme evaluation in Sub Sahara Africa (SSA) and other similar projects or programs funded by World Bank and/or other donor funded projects.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Expressions of interest can be delivered in a written form to the address below (in person and deposited in the icipe Tender Box, located at icipe Duduville campus, Kasarani, Nairobi (Carroll Wilson Building, Ground Floor) on or before Monday, 7th August 2023 at 11.00 hrs EAT . The bids will be opened the same date and time, in the presence of those submitting.
