Position Title: WASH Officer – Infrastructure


Purpose:
The position holder will be an active member of the WASH unit under the department of disaster management. He/she will be responsible for effective design, development, implementation and evaluation of water, sanitation and irrigation infrastructure.

Key Responsibilities

Project Design & Implementation

  • Consultatively identify suitable sites and technology for implementation of water and sanitation infrastructure
  • Develop a detailed project implementation plan, quarterly and annual forecasts and track their implementation
  • Ensure the WASH projects conform to sound relevant technical assessments such as hydrogeological, feasibility, EIA surveys before implementation
  • Prepare and submit procurement related documents in a timely manner
  • Prepare and share in a timely manner the weekly and monthly work plans
  • Ensure that the project activities are delivered in a timely manner
  • Regularly undertake field activities to assess progress and provide formal and informal feedback
  • Actively participate in the emergency response initiatives within the project area

Project Reporting & Evaluation

  • Compile and submit project reports including monthly, quarterly and annual reports;
  • Ensure timely monitoring of projects is conducted and the management are notified of any significant changes through regular communication;
  • Establish effective networks with stakeholders within the project area.

Quality Assurance

  • Ensure that appropriate monitoring and documentation tools are in place to gather the information needed in a timely fashion
  • Support the WASH manager-infrastructure to manage contractors, to review project progress and measurement of works
  • Support in undertaking project evaluations including mid-term and end of project evaluations in line with the organizational policy
  • Ensure that strategies and learning from the evaluation process is explicitly incorporated into future project proposals
  • Provide technical review of project proposals, designs, drawings and bill of quantities
  • Ensure that the consultants and contractors adhere to the contractual obligations and organizational policies
  • Ensure stakeholders are involved at all the project phases (identification, design, implementation, and monitoring)

Networking & Partnerships

  • Coordinate with the Region, Branches and other stakeholders to develop water and sanitation strategic plan and budget in line with KRCS strategic objectives and government’s policies and priorities
  • Ensure close coordination and sharing of information with relevant stakeholders such as government, NGO’s and local authorities, as appropriate and advised by the line manager
  • Participate in relevant events, forums and meetings as advised by line manager

Fundraising

  • Support the WASH manager infrastructure in developing proposals and concepts.

Minimum Qualifications and Experience 

  • At least BSc in Civil Engineering, Water Engineering, Water Resources Management, or related field;
  • Computer skills especially MS excel, AutoCAD;
  • Excellent communication skills;
  • At least two years’ experience in project management, construction activities, WASH initiatives;
  • Excellent and persuasive oral and written communication skills, including report writing;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
  • Knowledge of Sphere standards and other training in humanitarian response preferred.
