Position Title: Wash Manager, Kenya Red Cross Society
Reporting to: Head of Disaster Management
Location: Nairobi, Headquarters
Overall Purpose
Responsible to the Head of Disaster Management for effective design, development, implementation and evaluation of community-based safe and affordable water and sanitation programmes. Specific duties include supervising the construction and rehabilitation of water supply systems and sanitation facilities.
Duties & Responsibilities
- Coordinate with Regions, Branches and other stakeholders to develop water and sanitation strategic plan and budget in line with KRCS strategic objectives and government’s policies and priorities
- Provide technical support and supervision to Regions and Branches to ensure effective implementation of watsan projects
- Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware
- Coordinate the construction of new water supply systems and sanitation facilities
- Identify and map existing non-functional water systems for rehabilitation or new sites for construction of sanitation facilities
- Plan and coordinate emergency watsan relief activities in response to disasters in liaison with DPR department
- Coordinate and monitor prudent utilization and application of available resources
- Contribute in the development, implementation and evaluation of capacity building programmes aimed at equipping and strengthening staff, volunteers with skills for sustainable community-based water, sanitation and hygiene programming
- Coordinate preparation of funding proposals and appeals for resource mobilization in line with the strategic plan
- Implement strategies for strengthening collaborative partnerships and networks with stakeholders, donors, government agencies, the private sector and other players
- Coordinate monitoring, evaluation reporting and documentation of watsan hardware programmes
- Participate in multidisciplinary teams to develop, implement and evaluate strategic management plans using participatory community methods
- Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of programmes
- Represent the Society at meetings, conferences and workshops and other forums to promote and articulate issues related to humanitarian relief
- Prepare concept papers, periodic progress reports and annual reports showing achievements against planned targets
Minimum Qualifications
- Relevant BSc qualification in Civil Engineering or equivalent qualifications
- Over five (5) years experience in developing, implementing community-based water, sanitation and hygiene programmes especially in arid and semi-arid areas.

- Knowledge of water and sanitation, humanitarian relief issues, trends and goals aimed at preventing and alleviating human suffering
- Strong leadership, team building, conflict resolution and ability to deliver the Society’s strategic objectives
- Strong communication and presentation skills in both English and Kiswahili, including ability to build collaborative relationships
- Technical expertise in strategic management, project planning and budgeting, resource management as well as programme monitoring and evaluation
- Demonstrated competence in resource mobilization including implementation of effective fundraising strategies to increase resource through grant proposals
- Ability to develop and implement accountability and performance management systems, as well as provide support for professional development
- Ability to maintain high standards of personal integrity; establishing productive relationships; treating individuals with fairness and respect
- Ability to empower programme staff through coaching and counselling by emphasizing accountability and results oriented management
- Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilization of the internet, auto-card and other engineering design software
- Ability to monitor project against milestones, double-checks the accuracy of information to discover weakness and strive for high quality performance.
