Context:
Under the overall supervision of the Regional Health Assessment Programme Coordinator (RHAPC) and under the direct supervision of the Regional Mobile Unit Coordinator, in close coordination and technical support from the Global mPDA Coordinator, the Mobile Team Officer will be responsible for duties and responsibilities related to the Medical Processing and Deployment Arrangements (mPDA) in Sub-Saharan Africa. Particularly, the Mobile Team Officer will be responsible for effective coordination of the mPDA within the scope of the US Refugee Admissions Program (USRAP), with the following duties and responsibilities:
Core Functions / Responsibilities:
Health Assessment Portfolio
1. Organize and supervise migration health assessment processes of the mobile missions (mPDA) in the scope of USRAP in the region to fulfil the technical requirements of the USRAP in the areas of:
- Medical examinations;
- Imaging;
- Laboratory testing;
- Vaccinations;
- TB management;
- Treatment and referrals;
- Pre-departure procedures and medical movements;
- Documentation, certification, and information transmission; and,
- Other technical areas as may be required.
2. Coordinate, including quality control (QC) function, and, if required, conduct health assessment for refugees, including review of medical history, physical examination, evaluation of Chest X-ray (CXR) and review of the lab results in accordance with the technical guidelines of the USRAP.
3. Maintain the equipment of the mobile unit and premises where migration health assessment is performed so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.
4. Collaborate with the Regional Mobile Unit Coordinator and the Chief Migration Health Officers (CMHO), on timely and efficient mobile mission (mPDA) planning including logistical and travel arrangements for the staff in the region and Standard Operating Procedures (SOPs) aligned with the USRAP Program Integrity Guidelines (PIGs). Ensure sufficient, qualified, and skilled cadres available for the mobile missions. Contribute to the network of external human resources, such as consultants, and medical escorts, to support health assessment process and travel assistance.
5. Ensure that the Regional Mobile Unit Coordinator and the Global mPDA coordinator are informed about the mobile missions mPDA plans and that the IOM staff and medical facilities have obtained approval to provide health assessments and related services.
6. In coordination with the Regional Mobile Unit Coordinator and the Global mPDA Coordinator contribute to the staff development strategy for the mPDA project, ensure that the appropriate plan is implemented. Within that plan, apart from attendance to external educational events, and mandatory trainings contribute to the organization and delivery of various professional in-house trainings.
7. Contribute to recruitment and training of the mPDA medical staff; develop and conduct induction trainings for medical and non-medical staff, provide technical support, and develop a regional framework of continuous medical education.
8. Contribute to and maintain efficient, people-centred services while ensuring a high level of integrity at all stages of the mobile missions’ process, including client information and appointment system, registration, pre- and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure, and other procedures. Establish a system enabling refugees to provide feedback during mobile missions.
9. Contribute to and maintain a system of quality improvement for each service area during mobile missions. In coordination with the Regional Mobile Unit Coordinator undertake quality control activities on a regular basis.
10. Supervise health staff involved in the mobile missions mPDA; ensure that performance evaluations for health staff are completed in a timely manner and in coordination with the mission’s CMHO or Supervisor during the mobile mission, if present. Ensure that all staff are aware of the IOM Standards of Conduct under Article 42, and continuously reinforce these standards. Inform in due time the Regional Mobile Unit Coordinator and the IOM Office of Ethics and conduct of any issues regarding staff misconduct.
11. In coordination with the Regional Mobile Unit Coordinator liaise with external service providers to negotiate agreements. Exercise quality control over outsourced services and take corrective measures if necessary.
12. Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.
13. Organize systematic collection, processing, and analyses of migration health data according to guidelines established by the Regional Mobile Unit Coordinator. Ensure data quality. Provide periodic, as well as ad-hoc reports after every mobile mission to the Regional Mobile Unit Coordinator and the Global mPDA coordinator.
14. Provide oversight and coordinate the procurement of medical equipment, vaccines, medications, and other medical supplies in coordination with the Regional Mobile Unit Coordinator and the resource management unit.
15. Perform such other duties as may be assigned by the supervisor.
Required Qualifications and Experience:
Education
- University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, pediatrics, anesthesiology, emergency medicine, family medicine, obstetrics and gynecology; and minimum of seven (7) years of relevant professional experience of which at least three (3) years managerial responsibilities; or,
- University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, pediatrics, anesthesiology, emergency medicine, family medicine, obstetrics and gynecology plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five (5) years of relevant professional experience of which at least three (3) years managerial responsibilities.
Experience
- Professional continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context;
- Experience in Migration Health Assessments and mobile missions;
- Demonstrated progressive experience in health programme management;
- Experience in project development, management and report writing; and,
- Experience in migration health emergency response is an asset.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
