Position Title: Economic Inclusion Officer

Organizationally, HIAS is guided by its Refugee Rights Framework. This rights-based approach, based on international human rights, humanitarian and refugee law and practice, provides a programming framework for HIAS’ focus on refugee protection. This framework prioritizes programming impact that ensures forcibly displaced people realize their potential and become contributors to society, with this impact being achieved through the realization of legal and civil rights and social and economic rights including through: 1) the right to protection from harm, violence and discrimination, 2) the right to recovery from the shock of displacement, and 3) the right to economic self-sufficiency and inclusion.
HIAS Kenya seeks to recruit an Economic Inclusion Officer who will support in implementation of social and economic component aimed at protecting vulnerable refugees through integrated services, he/she will at the same time support economic recovery activities for refugees and host communities in Nairobi whose livelihoods were affected due to COVID-19
Main Duties & Responsibilities:
- Carry on labor profile scanning to identify the type of assistance to be delivered, provide technical guidance in labor inclusion processes for employment (including coordinating actions in referral and entrepreneurship fairs) and self-employment to refugees who require the service.
- Coordinate and develop vocational training processes including generating agreements with training centers preparing and executing cooperation agreements with business partners, and the generation of skills based on the profile of the beneficiary.
- Develop informative workshops for assisted on labor legislation, employability, among others.
- Prepare resumes of assisted persons who require the employability service through the HIAS operating system.
- Identify public and / or private institutions that are aligned with processes of corporate social responsibility and inclusion.
- Accompany and assist business allies in the selection, hiring and dismissal processes of people referred from the HIAS employment support programs.
- Monitor institutional approaches with targeted companies to encourage their loyalty in inclusive processes and guarantee job opportunities for new beneficiaries.
- Update and manage the database of refugee applicants and related records for employment, as well as business partners according to their personnel requirements.
- Train refugee population on the methodology for the development of enterprises (My Business) including other relevant trainings (savings training and financial education ) as will be guided.
- Provide advice, follow up plans and monitoring in the development and execution of business plans and other project activities, ensuring their sustainability.
- Guide and / or accompany the population of interest in the processes of opening accounts and accessing banking services.
- Identify and make approaches with local and governmental actors that support in a sustained way the development of individual and associative enterprises
- Identify and promote the formation and strengthening of associative groups.
- Promote the creation of value chains for products and services that arise from the different entrepreneurship, innovation and associativity programs that are generated in the locality.
- Make strategic alliances with financial institutions to promote the development of financial education for the population of interest.
- Identify potential market niches and possible marketing chains to strengthen HIAS-approved ventures.
- Maintain livelihood monitoring of families that are part of the graduation model up-to-date and reports the news found in a timely manner.
- Participate in local and national meetings and events.
- Contribute to production of quality and timely reports on program activities as required.
- Provide weekly/monthly reports to the Economic Inclusion Manager on planned, ongoing completed project activities in the agreed format
- Represent HIAS at Sub County steering meeting where the project is being implemented or as may be required.
Qualifications and Experience
- A degree in Entrepreneurship, Social sciences, or community development.
- At least 3 years’ experience in implementation of entrepreneurship, 2 of which should be in Inclusion/livelihood working with vulnerable populations.
- Experience with Youth targeted programs and human rights programs will be an added advantage.
- Experience implementing the livelihood approaches used in humanitarian programming including the graduation model approach, Entrepreneurship school with a gender lens, poverty alleviation programs mentoring refugees on livelihood interventions etc. will be an added advantage.
- Experience in concept and proposal development
- Experience in development of quality narrative reports

- Ability to manage confidentiality in the effort to protect beneficiaries’ dignity and rights to privacy.
- Excellent interpersonal skills, including the ability to build relationships with colleagues
