Position: IT Officer, Action Against Hunger International
Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in more than 50 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages programs in 7 countries: Ethiopia, Kenya, South Sudan, Somalia, Tanzania, Uganda, and Haiti. Action Against Hunger-USA implements more than $60 million in programs annually, and approximately 1,500 permanent employees based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
Reports to: Logistics Manager
- Ensure the most effective use of IT and telecommunication resources at the base, while respecting Action Against Hunger standards, procedures and security rules.
- The IT Officer provides operational IT support to the Logistics Manager.
- Promote high standards of integrity and accountability in the utilization of organizational resources.
- The IT Officer will be expected to offer technical assistance to the Coordination and Base Offices
- On a needs basis the IT Officer will be required to engage with external stakeholders such as partners and service providers.
- Technical line Management with Regional Office ICT manager on ICT advisory and support.
- Administering the NOLAN ERP system server and user environments including troubleshooting.
- Administering in-house and commercial IS platforms deployed to support program activities.
- Working with the key actors of data collection, cash and food distribution systems (Logistics, Program)
- Oversees wireless connectivity issues on mobile devices in field operations, troubleshooting where necessary.
- Ensuring correct functioning of in kind distribution systems especially in beneficiary registration, enrollment, household updates and commodity distribution activities. Troubleshoots technical problems.
- Synchronizing mobile data to permanent data repositories and cloud servers.
- Managing Attendance management system applications and hardware.
- Installing and maintaining local networks in the bases according to standards.
- Isolating and troubleshooting network connectivity difficulties.
- Ensuring workstations adhere to IT standards.
- Ensuring antivirus software usage guidelines are respected, that updates are deployed at individual workstations and that antivirus protection is constantly monitored.
- Supervising the data back-up system (back-up policy).
- Training users on the correct use of IT resources and respecting IT security rules;
- Maintaining computers and conducting daily/monthly checks to ensure that maintenance tasks have been executed;
- Resolving everyday user problems; Tracking daily tickets and being able to close them timely.
- Providing users with software support for sharing files, emails etc.;
- Suggesting IT resources that could be implemented to improve user work efficiency in accordance with ACF standards;
- Checking that network equipment is operating correctly;
- Reporting problems encountered and solutions implemented;
- Ensuring that the bases’ means of communication (Broadband internet, VHF/HF Radio communication and satellite communication) are operating correctly.
- Monitoring the base telecommunication devises by Performing regular tests on their usage;
- Monitoring communications costs by putting log sheet in place.
- Monitoring, Modifying and updating base Equipment list
- Working with coordination ICT team on reconciliation of base equipment list and master equipment list.
- Ensuring equipment is properly tagged according to Action Against Hunger standards.
- Conducting regular physical inventory.
- Capitalizing data and procedures related to the use of IT resources and networks and communicating this information upstream to line management.
- Providing Monthly reports on a monthly Basis (ICT report, Equipment report and any other requested). For ICT, Logistics and all relevant management structures.
- Coming up with yearly budgets and costing and making sure proposals capture needed equipment and software procurement.
- Creating a high level of organizational awareness on privacy ensures that the organization’s employees know and follow the rules as required in the data protection Act (DPA).

- While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions.

- Must be able to travel as required for standard domestic and international business travel as well as to the country offices if appropriate. Based on the country office needs, the time spent on field trips will be a minimum of a quarter of his/her working time. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

- BSc Degree in Information technology, Computer science, Information Systems or any other relevant Degree from a recognized institution
- At least 3 – 5 years experience and preferably in a Humanitarian context.
- Good knowledge of the Windows operating environment and Microsoft Office ( 2010, 2016), Microsoft 365,
- Good knowledge of IT troubleshooting and maintenance.
- Good Knowledge of networks and wireless technologies.
- Hands non Experience in setting up small to large Networks and deploying network firewalls and devices.
- Experience and troubleshooting software related requests.
- Training on data protection is essential
- Ability to work under pressure while multi-tasking.
- Results driven and demonstrable ability to set and communicate goals and ensure effective and appropriate decision making and problem solving.
- Good team player, able to organize, train and motivate a multicultural team.
- Excellent written and verbal communication skills to motivate and influence.
- Fluent in English (professional English needed)
- Good general knowledge in field of IT, mechanic, radio & satellite communications.
- Possession of a driving license is an added advantage.
