Job Vacancy: Security Advisor (Partnerships and Access)

This post is situated within the International Division within Trócaire and the selected candidate will form part of the security management team enabling safe and secure operations across our country teams, programme and project areas.

The Security Advisor (Partnerships and Access) is an exciting new global role to support the security management function and will focus on our commitment to enhanced capacity building within partner security and to strengthen the exiting security structure in place by providing depth and increased crisis management capacity.

As a global role travel will be required in order to gain an appreciation of the context and to effectively engage with Country Management Teams in case of emergency. During such travels it is expected that the post holder will engage proactively with teams, individual staff and partners. Reporting to Global Head of Security, this is a Fixed Term Contact for three years and will be based in Nairobi – Kenya.

Key Duties & Responsibilities

  • Security strategy, plans and procedures
    • Support the Global Security Adviser & Country teams to develop and maintain security management plans across Trócaire Country offices
    • Support Country teams to strengthen local partner capacity to develop and implement security policies
    • Support the GSA to develop systems and guidance that support security management of Trócaire staff
    • Other duties as assigned from time to time by Trócaire management
  • Coordination, advice and support
    • Provide technical support and guidance to partners and staff on security-related matters in line with the Global Policies.
    • Ensure regular communication with country teams on partner security issues, proactively encouraging the development of an improved security culture at Trócaire.
    • Stay abreast of major security/political/economic/social developments in the countries/regions Trócaire operates
    • In the absence of the GSA support HQ in all matters regarding security and be available for consultation on a needs basis particularly in times of crisis.
    • Be prepared to engage with the Crisis Management Group in an advisory capacity.
  • Security Assessments
    • Work with country offices to undertake security assessments/audits of partner organizations with the aim of strengthening their security capacity.
    • Undertake site/office/residence security assessments as requested and advise on the overall security and the current security measures in place;
    • Undertake country office security compliance monitoring and rapid response to incidents as requested by the GSA.
  • Briefing, training and learning
    • Provide security training to staff as required globally and be prepared to train field staff or on an ad hoc/needs basis.
    • Support partner training and schedule capacity building sessions and clinics on a priority needs basis.
  • Representation
    • Develop and maintain good working relationships with security personnel in other organisations, particularly in in country forums and seek out opportunities for increased networking.
    • Represent Trócaire at Global Inter-agency Security Forum (GISF) meetings and at other networks as required in the absence of the GSA.
  • Policy
    • Ensure Trócaire’s has a definitive policy in relation to partner security, risk transference and duty of care supported by appropriate guidelines and deliverable accountable procedures and systems.
    • Support the implementation and maintenance of divisional and organizational systems and procedures for ensuring best practice and meeting sectorial standards on accountability and program quality, including the Red Cross Code of Conduct, the SPHERE standards and People in Aid.  Promote compliance with HAP-I standards on accountability to beneficiaries. Promote Caritas Internationals Standards.

Requirements

Qualification

  • A specialized professional qualification or membership of professional institute in the security sector.

Experience

  • Significant international security management experience through national security forces and/or commercial humanitarian international security.
  • A sound understanding of international relations, geopolitics and ongoing international security issues
  • Two years’ experience working in a security capacity with an international development or humanitarian NGO or multi-lateral agency (UN, EU) in a developing country.
  • Experience of security risk management standards, of undertaking security assessments and audits and implementing security management systems and protocols.

· Experience of working in a variety of contexts and insecure environments.

  • Experience of developing, presenting and facilitating successful trainings and workshops.
  • Some familiarity with humanitarian standards (e.g. Humanitarian Charter, SPHERE, People in Aid, the Red Cross and Red Crescent Code of Conduct and IHL instruments, HAP).
  • Experience of working with local partner organizations.

  • Excellent communication skills in written and oral English, with a proven ability to communicate across differences in culture and language.
  • Ability to prioritize work and manage in high pressure situations.
  • Ability to collaborate with a variety of different team’s across the entire organization and formulate bespoke solutions that are pragmatic and user friendly.
