Job Vacancy: Program Officer Inclusive Education

Sightsavers is recruiting a Program Officer to support and enhance the Education Assessment and Resource Centers (EARC) project and the Inclusive Early Childhood Development Education project (ECDE)

Purpose of the Role:
The Program Officer (Education) will work to enhance the quality of the Education Assessment and Resource Centers (EARCs) project and the Inclusive ‘Early Childhood Development Education’(ECDE) project. . The person appointed will report to the Senior Program Officer and will be expected to work closely with partners and other members of the program delivery team. The post holder will ensure that the program is planned, implemented, coordinated, monitored and evaluated to the highest possible standards.
Experience of working in ECDE will be a particular asset in this post.

Key Accountabilities:

  • Manage all aspects of the program cycle, ensure that all project documentation and reports are made available in a timely and accessible way, assist in the preparation of budgets and forecasts and be proactive in providing good quality information in case studies and interesting news stories relating to the program.
  • Build effective partner relationships and support longer-term relationships that go beyond the project duration as well as support partners to identify their own technical and organizational capacity- building needs, establish agreements with partners where appropriate and promote shared learning and collaboration.
  • Promote shared learning and collaboration between partners by facilitating and coordinating partner networks and meetings.
  • Be proactive in providing good quality information on new learning, best practices and case studies) to support preparation of fundraising materials.
  • Help partners to identify their own technical and capacity building needs and supporting them through the project cycle.
  • Work with the Sightsavers UK team and any other program team as may be assigned to coordinate implementation of activities and sharing of lessons learned.
  • Demonstrate an understanding of early childhood education and of inclusive education.

Principal Accountabilities (specific activities and results):
1. Working with Partners (25% of time)

  • Build effective partner relationships and support longer-term relationships that go beyond the duration of the projects by disseminating information and advocating for program goals and the Disability Inclusive Development consortium’s work in general.
  • Support partners to identify their own technical and organizational capacity building needs and facilitate access to technical assistance resources and opportunities to support them through the program cycle.
  • Establish partnership agreements with partners where appropriate.
  • Promote shared learning and collaboration between partners by facilitating partner networks and meetings.
  • As appropriate, be the organization’s liaison point with relevant ministries.

2. Program Delivery (50% of time)

  • Work with Kenya Country office and Global program teams to coordinate implementation of activities and sharing of lessons learned.
  • Manage all aspects of the program cycle with the partners including effective planning, start-up, implementation, monitoring and evaluation, financial and asset management, reporting, documentation and closeout.
  • Liaise and work with the Global Technical Lead (Education), UK, the Ministry of Education and other internal expertise as required.
  • Coordinate with MERL leads for implementation of monitoring and evaluation system for the programs.

3. Financial & Resource Management (15% of time)

  • Assist the program in the preparation of budgets and forecasts.
  • Monitor expenditure of project financial resources in liaison with the Finance Officers and the Program Manager.
  • Ensure that partners submit timely and accurate financial returns.

4. Information & Communication Management (10% of time)

  • Be proactive in providing good quality information on case studies and interesting news stories relating to the program to support preparation of fundraising materials and advocacy materials.
  • Ensure that the Sightsavers teams both in Kenya and Project Management team, (based in the UK) receives appropriate materials and information to support donor reporting requirements.
  • Participate in all PR activities related to disability inclusive Education.
  • As required, represent Sightsavers in program and education-related meetings, and advocate for Sightsavers’ philosophy and policies.
  • Disseminate information about the work of Sightsavers.
  • Attend to visitors to and from the program and partners.

Qualifications and Experience:
Essential

  • Extensive experience implementing programs in developing Country contexts, including experience of the education sector.
  • Demonstrable experience with inclusive ECDE and disability issues including dealing with Children with Disabilities, skills training/development, and partner engagement.
  • A tertiary qualification (Bachelors or above) in education is preferred. Candidates with qualifications in social sciences, development studies or public health will also be considered.
  • At least extensive experience implementing programs, including experience of the disability sector and gender mainstreaming.
  • Experience of designing, managing and carrying out advocacy work for social inclusion/disability programs.
  • Experience providing technical assistance to other organizations.
  • Experience of working in ECDE will be a particular asset in this post.

Desirable

  • Familiarity with national legislation and policies in the field of disability, human rights and education.
  • Knowledge of current issues and best practices in disability, UNCRPD, the country’s legislation and framework on education is desirable.
