Job Profile

CHAK is seeking to hire an experienced Monitoring and Evaluation Officer to be based in Kitui supporting the CDC- funded CHAP Stawisha project. The project supports HIV/TB/OVC services in faith based and county health facilities across 15 counties in the country, with offices in Meru, Embu, Kitui and Nairobi.

The job holder will support strengthening of HIS, data management and timely reporting and provide support for Assigned in CHAP Stawisha.

Key Responsibilities and Duties

  1. Support information technology infrastructure and data management tools in implementing facilities.
  2. Overall responsible for program point of care and EMR support.
  3. Serves as the primary point of contact for all IT programming-related inquiries and troubleshooting.
  4. Conduct ICT needs assessment of CHAP Stawisha Program to develop tailor-made software solutions.
  5. Create and maintain data validation rules, queries/scripts and other data quality checks to improve data quality.
  6. Support in timely monthly/Quarterly and Adhoc program reporting to the donor through DATIM and 3PM; to MOH/County through KHIS2 and to NASCOP through submission of data through national data warehouse (NDW).
  7. To provide support in the development and application of M&E Tools in the project.
  8. Facilitate implementation of EMR and HIS products at implementing sites as approved by the Project and MOH and ensure technical support is provided as needed.
  9. Support technical M&E needs at implementing facilities and at program level.
  10. Conduct routine and periodic data quality audits for data quality assurance at facility, sub-county, and county levels.
  11. Provide mentorship to facility staff on the appropriate use of HIV-related M&E data collection and reporting tools.
  12. Provide solution by programming/developing relevant software and customizing open-source platforms.
  13. Support regular M&E capacity building activities in the project.
  14. Increase Health Facilities demand for quality information, methods, and tools, and facilitation of information use in decision making.
  15. Develop data collection tools for disease surveillance using ODK and RedCap.
  16. Support operational research activities in CHAK.
  17. Any other lawful duties as assigned by the supervisor within the scope and nature of the position.

Qualifications

  • Bachelor’s degree in computer science, Software Engineering or related field or relevant experience.
  • Knowledge of computer hardware, software, and programming.
  • Experience with SQL statistical analysis programs such as SAS, R or STATA
  • Any programming language PL/SQL, python is a plus
  • Skills in the use of web analytics tools (Google Analytics, Web trends, etc.) is highly desirable.
  • Familiarity with relational databases (schemas, design) and XML is highly desirable.
  • At least two years’ demonstrated experience including developing and designing data sets, indicators, data elements and designing custom data entry screens for DHIS2.
  • Experience in developing health information systems, databases and reports.
  • An understanding of popular tools currently in the health sector such as ODK, REDcap, KenyaEMR, an advantage.
