Job Vacancy: Deputy Executive Director
Overall Purpose of the Position
The job holder will be responsible for offering strategic leadership in the execution of the KHRC mandate by supporting and advising the Executive Director in the formulation and implementation of KHRC’s strategies and policies. Moreover and as the Director of Programs, the job holder will be responsible for overseeing and managing KHRC programs and ensure there is internal and external capacity both in the short and long term. The position is critical in ensuring the implementation of, evaluating and initiating new program interventions and offering technical guidance to Program staff. The job holder will also be responsible for appraisal, motivation and enhancement of cohesion among all staff.
A. Key Duties and Responsibilities:
1. Strategic Functions
a) Serve as the technical adviser and assistant to the Executive Director (ED)
b) Support the ED in the design and implementation of the policy and strategy documents
c) Participate in, and implement the decisions of the Board, Management, and Staff Committees
d) Offer political and technical guidance to Program staff
e) Lead in the implementation of the urgent action strategy/ rapid responses
f) Oversee institutional affairs in the absence of the ED
g) Lead in fundraising by identifying and liaising with existing and new grant-makers to ensure KHRC is adequately funded
h) Oversee and strengthen the Monitoring and Evaluation function of the Commission
i) Support the ED in the implementation of the KHRC’s financial sustainability strategy in consultation with DFA
2. Programmatic Leadership (As the Director of Programs)
a) Lead and manage the development and implementation of strategic, annual and quarterly plans and targets
b) Lead in the formulation and dissemination of quarterly, annual and other periodic reports
c) Oversee timely and optimal allocation and utilization of program resources
d) Liaise with DFA in the development and tracking of institutional budgets
e) Ensure the convening of quarterly programs meetings and other reflections
f) Lead in and ensure donor care, liaison and compliance with our reporting obligations
g) Supervise and set targets for Program Managers and other team members as assigned
h) Ensure timely and comprehensive performance appraisal is conducted on all programmatic staff in line with HR policies
3. Administrative and Other Responsibilities
a) Develop and sustain strategic partnerships with relevant state and non-state actors
b) Represent KHRC in the different advocacy networks and spaces at all levels
c) Comply with the policies, practices and values of the Commission
d) Participate in and support projects and activities of the organization
e) Ensure internal and external capacity of staff is built both in the short and long term
f) Ensure the appraisal, motivation and enhancement of cohesion among all staff
g) Undertake other tasks and interventions as may be assigned by the ED or board
B. Skills and Competencies
1. Qualifications & Experience
a) A Bachelor’s degree in social sciences, preferably international relations, political science or law. An advanced degree in the same fields will be an added advantage.
b) At least 10 years’ experience in a senior management with a minimum of 6 years of demonstrable exposure in managing high level and successful advocacy initiatives and diverse, experienced program teams (within the human rights and governance sector)
c) Competency in strategic, programmatic, finance and human resources management.
d) Knowledge and experience in strategic communication and monitoring and evaluation frameworks is integral
e) Ability to conceptualize, evaluate and implement creative initiatives that support the cause of KHRC
f) Ability to conduct research and write high quality reports for different demographics
g) Proven ability to foster cross-institutional collaboration and partnerships as well as managing multi donor grants in a multiplicity of programs and thematic areas
h) Excellent oratory skills, that is fluency in English and Kiswahili with ability to communicate effectively with excellent interpersonal as well as written and oral presentation skills
i) Proficiency in the use of NAV and experience in SPSS.
