Project or context description
The Horn of Africa Initiative (HoAI) launched in October 2019 by the governments of Djibouti, Somalia, Kenya, Ethiopia, and Eritrea to identify and harmonize regional approaches that address common challenges in the region. The present six member states of the Initiative (including Sudan as newest member since May 2021) have set ambitious goals for a coordinated regional approach on issues ranging from regional connectivity and infrastructure, economic integration and employment promotion, to resilience building and human capacity development.
The adoption of digital technologies, especially those that enable digital public service delivery, have been identified as bearing strong development potential and is a strategic priority for the HoAI. The Action therefore aims to support the HoAI member states in developing the necessary strategic, institutional, regulatory, and human capacities needed to establish regional digital government services. To be able to offer secure digital services, the Action also focusses on strengthening an efficient, effective and sustainable cybersecurity in the region. It complements national related programs and regional initiatives, notably those supported by other development partners supporting HoAI.
Mission description
Under the supervision of the Project coordinator, the cyber security expert will be responsible for implementing activities under the cybersecurity area according to established work plan and objectives identified.
- Regular exchanges with national cybersecurity administrations or regional entities related to cyber
- Identification of opportunities of collaboration in each country
- Proposal of priorities and activities to the Project coordinator and Expertise France
- Mapping of ongoing projects and initiatives in the region related to cyber
- Drafting of cybersecurity area quarterly work plans per country and for transversal/regional activities
- Coordination and organization of activities implemented under thematic component, including public diplomacy actions ( with local partners, with EUD, with logistics partners and with Short term experts)
- Identification, management and support of short-term experts to implement activities in a timely manner and according to the objectives identified
- Participate in relevant project activities
- Regular exchange with EU Delegations, European External Action Service (technical meetings), European agencies and other international partners
- Provide inputs to the Project coordinator for overall reporting
- Participate to Steering Committee meetings or other relevant meetings requested by the Project coordinator Expertise France
Required profile
- 10 years of Experience in cyber security (cyber security and anti-cybercrime according International and European conventions, directives and regulations), with broad political and intercultural competencies in international project implementation context;
- 10 years of Experience in cyber security research, practice or training;
- 5 years of Experience in cybersecurity information management and sharing and information technologies;
- 5 years of Experience in working with CERT/CSIRT;
- 2 years of Experience in developing regulatory and public policies and implementing information security policies;
- Experience of inter-agency and international cooperation;
- Experience in assessment of national legislation and regulation and comparison with best practices and international rules in order to enhance it;
- Experience in enhancement of capacity building and administrative reforms in Asia and in Africa would be an asset;
- Experience in the implementation of international or regional Conventions, directives and regulations on cyber Crime would be an asset;
- Proven experience in privacy and the protection of personal data (audit and compliance with international or regional Conventions);
- Participation in similar EC-funded technical assistance projects would be an asset;
- Experience in team management and technical project management with planning, implementation processes which require coordination with stakeholders and logistics;
- Working experience in/with one or several of the partner countries (Kenya, Ethiopia, Djibouti, South Soudan, Somalia, Eritrea), Europe, Africa would be an advantage.
Qualifications :
- Good understanding of regional and/or national critical information infrastructures protection center, CERT computer emergency response team, regional/ sub-regional fora, or other cyber actors relevant in the region regarding cyber issues (ASEAN)
- Previous experience in development of projects in the region;
- Excellent verbal and written command of both languages English and French;
- Ability to write official correspondence in both French and English;
- Proven organizational and communication skills;
- Strong skills in report writing;
- Computer proficiency.
Additional information
Period of implementation: January 2022/ December 2024
The indicative implementation period is 38 months. It will start with a 6-month inception phase, followed by a 32-month implementation phase.
Place: Nairobi, Kenya, with field missions in the HoA region
