Job Title: Team Leader

Overall Job Purpose 

The job holder will play a leading role in

i) advancing KCDF’s push for a vibrant, credible and sustainable civil society sector while promoting stronger community voices and agency in building responsive and accountable governance structures and processes at the national and county level

ii) providing leadership on KCDF’s education work which seeks to address issues of quality and access with a special bias for marginalized groups

iii) coordination of Livelihood programs and initiatives that cover the thematic areas of Education, Livelihoods, Environment and Natural Resource Management, Philanthropy and Effective Governance and Enhancing institutional effectiveness.

The position will have a strong focus on program quality and support. He or she will play a key role in supporting the Program and Governance Directors in ensuring there is strong project level monitoring and evaluation, grants management, program quality support and thematic advisor functions.

Key Responsibilities 

Supervise a team of highly efficient program development professionals with leadership for the achievement of the department’s objectives in program development. 

  1. Provide guidance, in line with KCDF’s Policy/Governance influencing agenda, on key legal & institutional frameworks and strategic high-level policy interactions that support an enabling environment for civil society, promote local organized giving/philanthropy and strengthen citizen engagement.
  2. Innovatively, take lead in Education programs at KCDF, and overseer their development, efficient implementation, and reporting, as need may arise.
  3. Provide oversight in Livelihood’s development programming and related grant making initiatives ensuring innovation, efficient implementation, and capacity building for local community resources mobilization and donor reporting.
  4. Ensure effective grant management and appropriate identification of grantees or new partners at community, sub-county, county and national levels for various programs.
  5. Work in close collaboration with stakeholders and actors in Education, Livelihood and Governance (Government and Non-governmental) both at national and county level to facilitate implementation of the KCDF’s programs.
  6. Participate in relevant local and regional forums and networks that promote sustainable and participatory development.
  7. Work closely with the M&E team to develop annual consolidated program implementation and staff development plans and budgets, complete with corresponding monitoring, evaluation, learning & reporting system/tools.
  8. Coordinating capacity development-related activities for KCDF’s partners and other local actors in diverse areas of organizational development (e.g., program management, resource mobilization, board development, communications and sustainability planning etc.)
  9. Support in the development of a coherent Programs Strategy in line with KCDF’s Strategic Plan 2019 – 2023 to guide the departs work.
  10. Be proactive in exploring fundraising opportunities to grow various programs aligned to the KCDF strategy, and in the actual fundraising activities as opportunities emerge, for both programs and institutional sustainability.

Key Qualifications Required: 

  • A University Degree in Development Studies or any other relevant area of specialization. Post graduate degree is highly desirable.
  • Minimum 3 years’ experience in management position with responsibility in programs management.
  • At least 7 years progressive experience in a governance/policy environment, within a credible development organization.
  • Experience in forming, working on, coordinating or leading various forms of partnerships like consortiums, alliances, networks etc.
  • Experience in M&E systems, approaches and accountability mechanisms and frameworks.
  • Experience in working in and advancing community led programming.
  • Progressive experience in a governance/policy environment, within a credible development organization.
  • Demonstrated experience in developing the capacity of community-based organizations and networks.
  • Excellent analytical and policy articulation skills, communication, writing and public speaking skills.
  • Excellent proposal writing and fundraising skills with demonstrable success.
  • Strong leadership, team development and management skills.
  • Excellent report writing skills.
  • Diplomatic, networking and influencing skills in support of effective collaboration and cooperation with multiple stakeholders.
