Job Title: Senior Manager Education

Concern has an organizational Code of Conduct with three Associated Policies; the Program Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. Job Purpose:

The position holder will provide leadership to the Education Program by effective management of all Concern Education projects in Kenya. S/he will also represent and promote Concern’s policies in inter-agency Education meetings.

Main Duties & Responsibilities:

Program development

  • Provide technical leadership in updating contextual analysis for urban and ASAL areas and advise the Program Director on emerging program options for the Education program
  • Lead education program team to design Concern’s new education program
  • Lead participation of education program team in development of Concern Strategic Plan
  • Provide technical leadership during development of program strategies, concept notes and proposals to expand education program.

Program management and delivery

The job holder Provide overall leadership and coordination of Concern’s Education operations, specifically:

  • Provide technical and strategic direction to all aspects of the Education program and specifically in development and implementation of a System Strengthening Approach
  • Lead development of annual and quarterly program work plans, budgets and procurement plans
  • Lead in the development of program reports both within Concern timelines and donor timelines and requirements
  • Lead development of a step by step implementation guide and guide implementation to ensure program inputs and activities produce outputs and outcomes
  • Bring cohesion and synergy to the two education projects – urban and rural and promote integration with Health and Nutrition and Livelihoods programs.
  • Liaise Ministry of Education (MOE) and Teachers Service Commission (TSC) to improve quality and standards of teaching, learning and leadership in schools
  • Ensure program compliance with Concern Strategic Plan, donor requirements and MOE/TSC guidelines and policies

Donor management

  • Initiate/participate in fund raising for the education program
  • Managing relations with donors in line with Concern and donor policy and promote Concern strategic interests in the donor community

Influencing and coordination

  • Develop or join and maintain networks in the country to champion Concern’s strategic position to improve access for the extreme poor to quality public education in a safe environment
  • Represent Concern at National and County level forums with MOE, TSC, Department of Children Services etc., networks and Civil Society Organizations.

Monitoring Evaluation, Learning and reporting

  • Responsible for the timely submission of reports to Country Management team and donors, these include monthly, quarterly, annual report, project toolkit, dashboard, lessons learnt, case studies and success stories as per reporting guideline.
  • Present program team M&E training needs to Program Manager to assign M&E Officer to strengthen staff capacity to utilize M&E tools for effective monitoring and measurements output and outcomes.
  • Initiate and manage program review, external evaluations and studies. Specifically lead surveys to measure output and outcome indicators in the ongoing project to demonstrate change as defined in the annual program work plan and M&E plan for the annual report.

Quality assurance

  • Responsible for program quality and timely implementation through effective Monitoring, Evaluation, Accountability and Learning
  • Ensure program compliance with donor requirements and MOE/ TSC standards
  • Liaise with County Director MOE and TSC to improve quality and standards of teaching, learning and school leadership

Financial Management

  • As Budget Holder for program you are responsible for planning and monitoring expenditure against donor budgets
  • Support the County Program Managers in preparation and monitoring of Cost Work Plans

Partners

  • Develop and manage education partnerships, specifically Nairobi based partners and provide technical and strategic direction to partners in project areas outside Nairobi.
  • Lead organization capacity building of partners to ensure their development and sustainability.

Other

  • Ensure inter sectorial linkages with HIV&AIDS, Equality, Livelihoods and Nutrition where relevant.
  • Perform any other responsibilities duties as required by management.

Responding to Emergencies:

  • Participating and contributing, towards Concern’s emergency response, as and when necessary
  • Complying with Concern’s health, safety and security guidelines during emergencies

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among program participants and communities.

Person Specification

  • A Degree in Education, a Master’s degree or equivalent is an added advantage.
  • A minimum of 7 years work experience in a senior position in a leading basic education program.
  • At least three (3) years’ experience in improving literacy and numeracy in basic education with a bias for most vulnerable children especially girls in urban informal settlements and arid and semi-arid areas.
  • Demonstrated experience in promoting Science Technology, Engineering and Math among the most vulnerable children especially girls
  • At least three (5) years programming in Child Protection for most vulnerable children
  • Working knowledge in alternative education pathways e.g. catch up and TVET
  • Working knowledge of Child to Child approach in Life Skills development for adolescents
  • Demonstrate understanding of Gender Equality, HIV and AIDS and Disaster Risk Reduction
  • Demonstrate experience of working with international organizations, humanitarian systems, institutions and donors, and related procedures, accountability frameworks and best practices.
  • Strong monitoring and evaluation, data analysis, reporting and communication skills
  • Demonstrated ability to work effectively in teams
  • Proven leadership, management, interpersonal, decision–making and analytical skills.
  • Proficient in the use of computer and applications
  • Fluent in spoken and written English and Kiswahili
