Job Description

Under the supervision of the Medial Officer in Charge, the Medical Officer will offer quality health care to all patients in the hospital and work closely with other staff in all departments providing support and guidance.

Key Responsibilities

Program activities:

  • Ensure patient management is in line with the set MOH, WHO and UNHCR guidelines and protocols.
  • Conduct daily ward rounds in the hospital.
  • Attend to all emergencies cases that arise in the hospital units, both medical and surgical.
  • Ensure proper and accurate documentation of patient management in patient records/ files.
  • Carry out elective and emergency surgical procedures in theatre.
  • Run special outpatient clinics in the hospital on the allocated days every week i.e. SOPC, GOPC, POPC, MOPC and the high-risk pregnancy clinic.
  • Provide clinical care to survivors of sexual assault in the GBV Support Centre in a timely manner.
  • Attend to all medico-legal cases, including filling of P3 forms and attend court sessions as required.
  • Ensure timely referral of both emergency and elective cases to secondary and tertiary care centers.
  • Keep informed on advancements in the medical field and contribute to updating of treatment protocols.
  • Attend and participate in weekly Continuous Medical Education (CME).
  • Attend and participate in the daily morning hospital handover meetings.
  • Ensure adequate night coverage by developing a call list on a weekly basis with other medical officers.
  • Lead mortality audits to improve quality of care for patients.      
  • Participate in the Quality of Care Assessments and data review meetings done on a quarterly basis
  • Advise the hospital and field management teams on clinical improvements.

Program management:

  • Ensure that all health activities are implemented as outlined in the project documents.
  • Review the program activities and priorities on a regular basis updating the health manager on gaps and/or provide recommendations on how to improve quality of care.
  • In coordination with the medical officer in charge, formulate program goals, objectives and intervention strategies and participate in the budgeting process.

Human Resource:

  • Be a team leader in patient management in all hospital departments, giving support and guidance to all other cadres of clinical staff.
  • Manage the health program in an acting capacity when the medical officer in charge or health manager are not in office.
  • Provide technical and administration work guidelines that are within the IRC policy.

Reporting and Coordination:

  • Attend inter-agency coordination meetings and case conferences as requested by the health manager.
  • Assist in preparing donor reports as requested by the health manager.
  • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.
  • Ensure prompt identification, reporting and management of diseases of public health concern including measles, polio, cholera and viral hemorrhagic fevers.

Qualifications

  • Bachelor of Medicine and Surgery from a recognized institution (MBChB)
  • Registered with Kenya Medical Practitioners and Dentist Board
  • Minimum of 2 years’ working experience in a busy hospital setting
  • Flexibility and adaptability to changing environments, requirements and needs.
  • Working knowledge of English and Kiswahili.
  • Working knowledge of Microsoft office suite (Outlook, Word & Excel)
  • Demonstrated resilience and ability to work and deliver in a stressful environment.
  • Experience working within a humanitarian setting.
  • Knowledge of the context & community’s socio-cultural norms.
  • Fluency in local language (Somali) is an added advantage.

Required Experience & Competencies:

  • Excellent clinical acumen and surgical skills
  • Good communication skills with ability to write clear, concise reports.
  • Computer literacy (Complete MS Office package and any database management and analysis)
  • Must be a team player, flexible and culturally sensitive.
  • Ability to accept the possibility of insecurity in the project areas and obey security rules and standard operating procedures.
