Job Title: Finance Officer

UCAHAEC Finance Unit is responsible for all financial functions, including accounting, payments and banking, payroll, budgeting, financial reporting, and compliance. UCAHAEC Finance Department ensures compliance with donor regulations as well as UCAHAEC’s internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the director and the Program team to ensure that financial resources are used efficiently and effectively.
Job Objective
Working in the OVC Program under the direction of the head of operations, the Finance Officer is responsible for all aspects of financial management of the project, ensuring compliance with UCAHAEC internal policies and procedures as well as donor regulations.
Description of Duties
- Oversee and manage daily program-wide accounting and finance functions including timely recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
- Plan and implement systems for financial operations in accordance with UCAHAEC Finance Manual and donor regulations; including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial recordkeeping, grant management and compliance.
- Train and supervise finance staff in the project.
- Ensures compliance with all regulatory requirements
- Maintain banking relations and plan and monitor cash flow requirements to ensure the smooth implementation of the project.
- Prepare monthly standard accounting submissions to UCAHAEC, expenditures by cost center/project, as well as other financial information in a timely and accurate manner.
- Prepare monthly management reports to the head of operations and Program staff as required, including expenditures by cost center/project and other financial information, in a timely and accurate manner.
- Prepare financial reports, for review by the head of operations, to donors in line with donor requirements and templates.
- Assist in developing annual fiscal year budgets together with the head of operations.
- Continuously stay abreast with donor policies, procedures, rules and regulations; compile and update applicable local policies; train UCAHAEC project staff in these policies.
- Ensure compliance with UCAHAEC financial policies and procedures.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to UCAHAEC and to not jeopardize its humanitarian mission.
- Other duties as assigned.
Required Qualifications and Experience
Education:
- The position is well suited to candidates with bachelor’s degree in finance, economics, commerce, accounting, business administration or any other related qualification from a recognized university.
- Minimum of CPA III or equivalent professional level.
- Good working knowledge of financial management and accounting software as well proficiency in computer packages.
Experience:
- Minimum of 3 progressive years of experience as an accounts officer with reputable non-profit organization.
- Relevant professional qualification and membership to professional bodies will be an added advantage.
Language Requirements:
- Fluency in written and spoken English and Kiswahili
