Job Announcement: Monitoring & Evaluation Officer

M&E Officer Position Overview
The Monitoring and Evaluation Officer, as part of RACIDA’s Fankisha Kukabili Janga Improving First Responders Sector in Kenya, will be responsible for the design, coordination, and implementation of monitoring and evaluation research, and learning frameworks supporting RACIDA’s humanitarian and first response operations in Kenya. The M&E officer will develop systemic monitoring frameworks to improve the qualitative and quantitative data
collection undertaken by RACIDA in the implementation of humanitarian and development RACIDA M&E Officer ToR programming. In particular, the M&E Officer will support in coordinating and implementing Rapid Assessments, Post Distribution Monitoring (PDM), Household Dietary Diversity Surveys (HDDS), as well as in the collection or project implementation data and indicator tracking in sectors of WASH, Nutrition, Food Security and Livelihoods, Shelter, among others.
Duties and Responsibilities
The M&E Officer will have the following duties and responsibilities:
– Ensure the development and implementation of project monitoring plans, using appropriate monitoring and data analysis tools.
– Assist in the development and/or finalization of project work plans, ensuring adherence to project activities and timeframes as relevant.
– Collaborate with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of projects activities, effects and impacts.
– Develop overall M&E framework for project, including mid-term project reviews, impact assessments, final evaluations, and project Performance Monitoring Plans with relevant data collection systems.
– Guide regular sharing of relevant and timely information, outputs and outcomes with senior management, implementing partners and primary stakeholders.
– Provide guidance and compile project monitoring reports on monthly, quarterly, semiannual, and annual basis.
– Organize capacity building activities for Project Officers and Project Managers on monitoring tools, data management, data analysis, report writing, and the like.
– Provide ad-hoc support to project teams throughout Kenya and regional programs in Ethiopia and Somalia.
– Identify and formulate MEAL findings, lessons learned, and recommendations for decision-making processes, project development, and project implementation and design reviews.
– Other duties as necessary and appropriate.
Requirements for the Position
– A minimum Bachelor’s Degrees (plus 4 years of experience) in Monitoring and Evaluation, Economics, Econometrics, Nutrition, Dietetics, Public Health, Public Policy, International Relations or another relevant field.
– Master’s degree or equivalent qualifications (plus 3 years of experience) is preferred.
– At least 3-4 years of progressively responsible programming experience in Monitoring and Evaluation, of which at least two years should involve direct implementation of Nutrition and Health programming.
– Demonstrated experience taking critical inputs, feedback and assessments from within the project and external partners to inform changes in project approaches.
– Demonstrated skills in project coordination and report writing.
– Experience designing, adapting & applying M&E systems for USAID projects preferred.
– Experience in governance/nutrition/health sectors is advantageous.
– Ability to travel to Northern Frontier counties (Mandera County, Wajir County, and the like) is required.
