Invitation to Tender: Qualitative Evaluations of Pathways to Resilience Project 2023 – CRS

Catholic Relief Services (CRS) is the international humanitarian agency of the Catholic community in the United States. The agency provides assistance to 130 million people in more than 110 countries and territories in Africa, Asia, Latin America, the Middle East, and Eastern Europe. Catholic Relief Services (CRS) South Sudan is seeking for international consultancy firm to provide a team of experienced consultants to conduct qualitative evaluations of it’s Pathways to Resilience Project (P2R) in South Sudan.

Catholic Relief Services (CRS) seeks to contract a third-party consultancy service provider to undertake the final project evaluation will be to assess the effectiveness, relevance, efficiency, sustainability, and impact of the P2R project. The Final Evaluation is also expected to provide a comprehensive analysis of the project’s achievements, and lessons learned, and generate recommendations for future projects.

To be eligible for consideration, interested consultancy firms must meet the following requirements.

  • At least three years’ experience in conducting program / project evaluations as sole evaluator or team leader in development cooperation and/or humanitarian Aid.
  • Post graduate qualification in program evaluation or a related field.
  • Prior work experience in South Sudan and/or other contexts of conflict or post-conflict recovery is highly desirable,
  • Good understanding of project cycle management
  • Proven record of accomplishment of producing clear written analysis and recommendations for further development of programme
  • Deep understanding of current topics in development policy and cross-cutting issues
  • Proven experience with research methods (including quantitative, qualitative, and participatory), information analysis and report writing.
  • Fluency in spoken and written English.
  • Cultural sensitivity and Inter-cultural communication skills.

The RFP guidelines together with scope of Work are available upon written request only to SouthSudanPRs@crs.org  or from CRS Juba office Pallca Street, Hai Jerusalem, Juba South Sudan between 19th June 2023 to 2nd July 2023, Monday through l rkl.iy during office hours. The electronic tender documents in two separate folders (Technical 8 Financial) MUST he submitted on a company letterhead signed, stamped by Director/ Manager of the bidder and emailed only to sds_tender@crs.org with the subject line “RFP Number – CRS- SS-255187-2023 Final Project Evaluation”. Submission of proposal to any other email address will not be considered.

All proposals should be submitted via email only. Submissions of proposal via courier or hand-delivery shall not be accepted. Proposals must be received by 23:59 hours South Sudan STD on or before 2nd July 2023.

Proposal received after closing date 8 time will not be considered.
