HelpAge International is seeking a Consultant for Business Development Support – Kenya
Introduction
The Kenya country programme operates with a small staff team, managing a portfolio of projects largely implemented by partners. In 2022, the programme will begin transitioning to a new operating model of localization, still to be identified. Over the next 4 months the team and particularly the country representative, will be occupied in two areas, management of existing programmes, and a detailed process of assessment, data gathering, consultations and analysis which aims to define the future direction and localization model that delivers the best possible results for older people in Kenya.
While this work is ongoing, we are seeking a qualified local consultant to support the country team in continuing to scope out and pursue business development opportunities for the programme and partners.
Scope of work
Through this consultancy we seek to strengthen the team’s capacity in the short term to identify, generate and develop proposals to respond to fundraising opportunities that reflect our strategic vision and direction, including from traditional donor sources, foundations, philanthropy and the private sector. We seek opportunities to work in consortium with others where our expertise can add value and can build support for the ageing agenda.
Over the period to March 31st 2022, the consultant will work closely with the Country Representative and team and the localization team. HelpAge has a number of supporting members responsible for accessing specific donor opportunities and HelpAge staff also work closely with them on both fundraising and contract management. The consultant will not be responsible for grant management.
The main focus of the consultancy will be to build the funding pipeline for the country programme. The consultant will be available for 40 days maximum spread as required across the four month period under the direction of the Country Representative and in consultation with the Programme Operation and Support Manager.
The consultant will:
- Develop winning proposals with partners and local consortia in the country to access funds from institutional, UN, private and corporate donors to build a sustainable resource base for local actors to advance the rights of older persons.
- Map existing and potential donors to design a fundraising strategy and build strong fundraising networks for HelpAge network members and partners for the future – including mapping donor priorities, history with HelpAge and partners, potential opportunities and contacts.
- Work closely with the country team and Localization team to respond to opportunities developed through HelpAge supporting members and global business development team to mobilize resources and build donor engagement for partner led programming.
- Under the direction of the Country Representative, where needed the consultant will collaborate with Portfolio teams to contribute to Global programme proposal development where it includes the Kenya country programme.
- Follow HelpAge policy on resource development to identify, manage and mitigate risks.
Deliverables:
- Map in-country donors and potential consortium members
- Identify potential funding opportunities relevant to HAI focus and in line with Kenya programme’s experience
- Develop a fund-raising strategy for work on ageing in Kenya along with a clear plan of action (includes HAI Kenya and local partners)
- Prepare Kenya programme brief for use with donors and external stakeholders and update as necessary
- Develop at least three proposals in response to calls (both in- country and externally)
- BMZ concept note ready for call in May.
- VAN concept note for open society or other donor identified
- Explore Humanitarian opportunity in response to drought in Northern Kenya
Safeguarding
- Comply with all safeguarding framework policies and practices.
- Include safeguarding procedures in programme design and development and include sufficient resources in programme budgets.
- Report all safeguarding incidents seen, heard, about or suspected, using our internal reporting mechanism. Report and respond to safeguarding incidents reported by anyone connected with our work, using our internal reporting mechanism.
Person Specification
The successful applicant will fulfil the following requirements:
- Demonstrated success in fundraising for NGO sector from a range of donor sources and the private sector in Kenya and internationally
- Understanding of the donor environment in both humanitarian and development sectors
- Extensive experience of designing fundraising strategies for the NGO sector
- Understanding of the constraints and opportunities for accessing funds for age focused work in Africa
- Excellent writing skills (in English)
