Fleet Management Consultancy

The Norwegian Refugee Council (NRC) is an independent humanitarian non-governmental organization providing assistance, protection and durable solutions to refugees and internally displaced persons worldwide. The East Africa & Yemen Regional Office is in Nairobi and covers Yemen, Djibouti, Ethiopia, Somalia, Sudan, South Sudan, Uganda, Kenya, Eritrea and Tanzania. Country offices collect, collate and submit fleet data using the monthly carpool report. Fleet management is key to NRC EAY operation given the number of vehicles and spend on fleet hence the need to review, develop and benchmark the SOPs with the best practices for prudent fleet management.

NRC EAY Regional Office is seeking the services of a competent fleet consultant to improve efficiency in the management of its Fleet.

Main Objective

To improve the operational efficiency of the EAY Region Fleet through a review and investment in management practice.

Specific Areas of Focus:

  1. Fuel management and use
  2. Vehicle Maintenance
  3. Fleet management, documentation and information reporting
  4. Vehicle Handling
  5. Baseline of current practice and setting of bandwidths

In the case of fuel management, the consultant shall:

  1. Produce an inventory of vehicle models in NRC fleet, differentiated by NRC owned versus rented vehicles.
  2. Establish manufacturers’ consumption ranges for these models as reference figures for fleet managers.

Scope of Work

  • Proposed Duration: – Three months from Sept 2021, with additional two weeks in Jan 2022.
  • Location: Nairobi with visits to sample country offices
  • Countries: – Nine countries due to different vehicle makes
  • Vehicle makes used: – four makes (i.e. Toyota, Nissan, Isuzu and Mitsubishi) twenty models
  • Reporting: – Regional Head of Logistics

Methodology: –

  1. Collection of primary data from Country offices
  2. Desk review of secondary data from Country offices
  3. Travel to selected countries: 2 – 3 for enhanced data collection and capacity building.
  4. Interviews and majority training via zoom
  5. Develop training modules that focus on the selected areas to be delivered via zoom or face to face, for approval.
  6. Identify potential trainers and staff to be targeted for training program.

Expected Output

  1. Revised fleet management manual and SOP
  2. Fleet inventory
  3. Recommended consumption bands
  4. Training modules/materials on areas of fleet management included in the ToR
  5. Training delivered to up to 20 ToTs
  6. Training delivered to up to 50 staff (4 workshops):-
  7. Consultancy report
  • For first phase. (max 10 pages)
  • After follow up phase (max 10 pages)

Requirements

  • 5years experience in fleet management.
  • Experience on similar consultancy
  • Experience in reviewing logistics handbook/manual
  • Experience in development of training modules and training of staff
  • Excellent verbal and written communication in English
