Danish Red Cross is looking for a consultant to assess the needs, services and challenges for displaced Somali populations living with non-communicable diseases (NCDs)
NCDs, including cardiovascular diseases, cancers, respiratory diseases, diabetes and mental health conditions currently represent the fastest growing disease burden in Africa. More than any other region, the health sector in Africa is unprepared and under-resourced to address NCDs.
People who are displaced due to humanitarian crisis constitute a particularly vulnerable group in terms of NCDs, as they often move or settle in areas with limited or fragmented access to health care. Many face significant challenges in accessing healthcare due to language or cultural barriers, they may lack identification documents or may not be able to pay for health services.
In addition to population movement within Somalia, there is continuous movement across the border into Kenya and other neighboring countries.
Danish Red Cross is working with several stakeholders including Allianz, Kenya Red Cross and Somali Red Crescent to design an innovative, multiparty model for the treatment of NCDs amongst the displaced persons through a ground up sustainable public–private partnership. The model will address the identification and treatment of NCDs in Kenya and Somalia, in protracted emergency setting. This health systems strengthening solution will specifically seek to blend humanitarian assistance with sharia compliant insurance to support vulnerable populations living with NCDs.
The assignment will entail compilation and desk review of existing documents and information about existing services for the target group, review of real time program data from health facilities, and review of program documents from Red Cross Red Crescent on health services offered so far.
The desk review will focus on Somalia and Kenya health care systems and access to and cost of care in Kenya and Somalia.
This assignment will predominantly be qualitative with a focus on desk and document review. There will in isolated cases be a need to have interviews for further clarification of points not clear from the desk and document review
We expect that you have a relevant education e.g. public health and relevant knowledge about the region. You are familiar with the Red Cross Red Crescent Movement. Full proficiency in English is a requirement for this consultancy.
The consultancy is expected to take place in December and January.
