TERMS OF REFERENCE

1.0 Background

HIAS is a global Jewish not-for-profit organization that stands for a world in which displaced persons attain full potential and contribute to society through sustained legal, social, and systematic change, attaining legal status, exercising social and economic rights and rebuilding their lives. HIAS’ operation in Kenya was established in 2002 with the mission to serve the most vulnerable refugees through community-based protection, mental health and psychosocial-support (MHPSS), economic inclusion, gender-based violence, child protection and provision of durable solutions.

HIAS Kenya with support from UNTF is implementing a 17-month project aimed at strengthening interventions to End Violence against Women and Girls (EVAW/G) with a focus on the most vulnerable refugee women and girls in Nairobi. The fund has enabled HIAS Kenya to build programmatic connections, strategic linkages and synergies around a full range of critical EVAW/G areas which align with UNTF concerns and priorities on EVAW/G. Promoting, respecting and advancing the rights of refugee women and girls has been at the core of the project.

During the 17-month project implementation, HIAS has used the Monitoring and Evaluation Framework (MEF) to track progress in the changes the project has affected. The project learning strategy is linked to the Monitoring and Evaluation processes to answer the why and how questions and reflect on the results of the project. As part of the monitoring and evaluation process, HIAS will be hosting a linking and learning meeting with its stakeholders to harvest outcomes from what has been implemented so far. This learning process will use the outcome harvesting methodology to enable the project team and stakeholders to review and reflect on intended (as in the Performance Results Framework) and the unintended outcomes (achieved results). This process will further facilitate a platform where stakeholders can exchange lessons learnt and share best practices that can enhance effectiveness on current EVAW/G projects and possible design of future EVAW/G projects.

1.2 Project Description

Project goal

Refugee women and girls among the urban population in Nairobi experience less interpersonal violence by 2022.

Project objective

HIAS is institutionally strengthened to sustainably respond to the COVID-19 pandemic and other crises while maintaining or adapting existing interventions to EVAW/G with a focus on the most vulnerable women and girls.

1.3 Purpose of the Consultancy

The linking and learning (L&L) meeting will create a platform for project stakeholders (project staff, beneficiaries and implementing partners) to learn from each other but also to share lessons and best approaches in project implementation. Further, the L&L meeting will boost collaboration, connectedness, and knowledge-sharing towards innovation and application of new knowledge. It will allow for deeper learning and scaling up of positive project outcomes. The ultimate goal is to catalyze transformative change in EVAW/G.

2.0 Scope of Work

2.1 Objectives of the meeting

  • Create space for review, reflection, dialogue and action/re-strategizing informed by collated information from project stakeholders, emphasising on the learning process and ways forward
  • Develop a mutual learning process fostering intersectional approaches where exchange of knowledge, experiences and lessons learned take place among stakeholders, contributing to inclusive change among the project stakeholders.
  • Enhance understanding, appreciation and ownership of the monitoring and evaluation framework
  • Share stakeholder specific challenges and lessons learnt in project implementation in EVAW/G
  • Explore synergies in stakeholders work around EVAW/G
  • Identify capacity weaknesses, needs and gaps, as well as recommendations to enhance cross learnings between stakeholders
  • Populate progress achieved in the current MEF

2.1.1 Expected outcomes of the meeting

  • Enhanced understanding, appreciation and ownership of the monitoring and evaluation framework by project stakeholders
  • Document lessons learnt in EVAW/G project implementation since inception
  • Document possible areas of collaboration by stakeholders
  • Action points for enhanced cross learnings between partners
  • Gather data on the effectiveness of the project
  • Close collaboration among project stakeholders is expected to document and amplify project stories and learning.

2.2 Deliverables and outputs

  • Facilitate discussions among participants on what their key achievements and learning process has been during their implementation period
  • Ensure all key learning points are captured, documented and reported
  • Prepare a meeting report of key discussion points of the meeting
  • Facilitate discussions among participants on possible linking between stakeholders/specific partners (linking could be centered around – learning how other partners are monitoring their activities, documenting their results, financial management, project management, compliance issues, funding/proposal development etc.)
  • Develop a linking and learning plan detailing how knowledge will be shared and assimilated by stakeholders
  • Keep the group to the agenda and keep the meeting focused on one item at a time
  • Clarify and summarize points, make sure everyone understands the discussion
  • Ensure that action points and decisions are recorded

2.3 HIAS responsibilities

  • HIAS will provide necessary information and documents for the consultant to have a clear understanding of what is expected in this role
  • Meeting invitation for stakeholders
  • Coordinating with the consultant(s) for a smooth flow of the meeting

3.0 Duration of the consultancy

The duration of this consultancy is 4 days.

4.0 REQUIRED EXPERIENCE AND QUALIFICATIONS

  • The consultant(s) should have at least a degree in project management related field, Monitoring and Evaluation, Social Sciences, Education, Gender and GBV, Statistics, Leadership and Management and
  • Excellent knowledge of current trends and issues on intimate partner violence, preferably in Kenya or the region.
  • Demonstrable expertise on refugee operations especially in Kenya.
  • Experience in technical report writing and research activities
  • Relevant academic qualifications – minimum of a degree from a reputable university
  • Proven experience in facilitating dynamic and intercultural participants learning processes and successful exchanges with a high level of accessibility. They must be able to explore and test participatory, creative, and transformative approaches and methodologies to maximize participation and inclusion.
  • Experience in facilitating workshops, meetings or trainings (experience in workshops, meetings or trainings on gender-based violence will be an added advantage).
  • Excellent verbal and written communication skills.
  • Ability to respond to comments and questions in a timely, appropriate manner.

3. A financial proposal (quote for the 4-day consultancy) in Kenya Shillings.

6.0 Budget and Payment Schedule

A one-off payment will be made upon submission of the final in voice and the comprehensive Linking and Learning Report.
