Consultant to Develop an Abridged Version of the Kenya Health Financing Strategy

Background

The Ministry of Health recently adopted the Kenya Health Financing Strategy (KHFS) 2020- 2030. The strategy aims to ensure adequacy, efficiency, and fairness in financing of health services in a manner that guarantees all Kenyans access to essential high quality health services in Kenya. USAID through Health Policy Plus, is supporting the Ministry of Health develop an abridged version of the KHFS, a brochure with frequently asked questions (FAQS) and a one pager info-graphic highlighting key KHFS messages to support dissemination of the strategy.

HP+ seeks to recruit a consultant with vast experience in policy communication. The consultant will perform the following tasks:

  • Develop a printer ready abridged version of the KHFS.
  • Develop a brochure with Frequently asked questions (FAQs) based on the KHFS.
  • Develop a printer ready info-graphic highlighting key messages of the KHFS.

Description of Task and Responsibility

Task 1: The consultant will review the KHFS document and develop a simplified, much shorter version for non-technical audiences, while preserving the essence of the strategy’s core messages. The consultant will be expected to liaise with the Ministry of Health and HP+ to agree on the content/areas to include, and to receive approval for final text. The simplified document must be no more than 12 pages of text and essential images (photos, charts) when completed. The consultant will also design the approved text to present as final deliverable a creatively laid out and attractive printer-ready 12-page document.

Task 2: The consultant will liaise with the Ministry of health and HP+ to generate and prioritize a set of questions based on the KHFS that non-technical audiences are likely to have regarding the strategy and their respective answers. Using this content, the consultant will develop a brochure with Frequently Asked Questions for dissemination to the public, media, and other non-technical audiences. The consultant will design the final approved text and present, as deliverable 2, an attractive and creatively designed brochure in ready to print format for hard-copy printing and web-posting.

Task 3: The consultant will liaise with the Ministry of Health and HP+ to develop an info-graphic highlighting key KHFS messages. The consultant will design the final approved draft and present as deliverable 3 an attractive and creatively designed brochure in ready to print format for hard-copy printing and web-posting.

Deliverables: 

  • Print ready abridged version of the KHFS.
  • Print ready FAQs for dissemination to the public, media, and other non-technical audiences.
  • Print ready info-graphic with key KHFS messages.

Technical Monitor
The consultant will report to and be supervised by a HP+ technical staff.  Payment of deliverables will be made upon approval of deliverables by the MoH.

Period of Performance
This consultancy is an 18-day assignment that will be undertaken during the month of August- October 2021.
Evaluation criteria
Education and knowledge in Healthcare Financing (40%).
Technical skills, expertise, and work experience (60%).
Applicants are requested to share their expected daily rates.

Required Qualifications:

  • Advanced degree in Communication, Public Health, or other social science.
  • Demonstrated experience in policy communication and advocacy in the Public Health sector, or experience in research translation and communication. Experience in health financing policy communication highly preferred.
  • Demonstrated experience in developing policy communication materials and/or other development communication materials for non-technical audiences required.
  • Prior experience or familiarity with healthcare financing in Kenya will be an added advantage.
