Consultancy Web Development, Hosting and Maintenance for a Youth Employability Project- DanChurchAid Kenya (DCA)

1. Organizational and project Background

DanChurchAid Kenya (DCA) has been implementing youth economic empowerment interventions in Kakuma refugee camp and Kalobeyei Settlement, targeting the host and refugee community youth. The interventions are mainly focused on providing business skills, entrepreneurship, and basic employability training as well as capitalization to enable youth run successful business enterprises and access employment opportunities.

As part of the youth employability training, the project is supporting a local youth led community organization to provide employability and work readiness training, career planning and guidance to the youth in Kakuma refugee camp, Kalobeyei settlement and beyond. In addition, the youth led community organization will also be providing human resource outsourcing services to businesses and organizations within Kakuma/Kalobeyei and beyond. Accordingly, DCA is looking for a qualified and experienced web developer to support in designing the website, provide hosting and maintenance for at least one year. The partner youth led organization will be the main user and admin of the website to engage with the youth and the potential clients.

The website will be used for various functions among them, creating visibility for the youth group and its activities/services, communication with the target audiences (youth and organizations/business), sharing resources and expertise on youth employability and listing of job opportunities.

2. Purpose of the assignment

The purpose of this assignment is to develop a dynamic website, host and provide maintenance for an initial one year, and train the users on CMS user interface.

3. Scope of the assignment

The scope of this assignment involves 3 main areas;

• Web design and development – the service provider will design, develop the layout and structure of the website.

• Hosting – the service provide will provide hosting of the website and the domain for at least one year.

• Train the users of the website on content management on the website, which includes but not limited to publishing and updating.

4. Proposed features of the website

The website should have the following features, but the team is open to adjustments after consultation with the successful service provider.

  • Easy to use CMS preferably WordPress or Joomla which can be used by personnel without technical skills in web development
  • Secure Socket Layer (SSL) security connection enabled
  • Compatibility with different and current versions of browsers in the market.
  • Easy navigation and responsive web pages
  • Mobile compatibility design, interactive and user friendly
  • At least 6-page website

Note: The desired sections of the website will be shared/discussed with the successful service provider to advice on their appropriateness with the proposed design.

5. Duration of the assignment

The initial tasks of the assignment (design and development of the website) is expected to be completed within 14 days after signing of the service contract. The actual dates for completion of the assignment shall be agreed between the service provider and DCA. The assignment is expected to take place in June 2022.

6. Qualifications and experience

  • The assign is open to individuals and companies
  • At least 5 years’ experience in web design preferably for social enterprises
  • The individual successful individual/company should have system in place to raise issue tickets via the web and all correspondence with clients.

7. Assessment management and values

For this assignment, the service provider will be expected to familiarize him/herself with and adhere to the DCA Code of conduct for service providers (ethical principles & standards). Please refer any questions or emerging issues to the DCA Head of Programmes: patrick.kenya@dca.dk

8. Payments and costs

  • The service provider will be paid in accordance with this TOR and within DCA’s approved rates.
  • DCA will cover ALL the consultants’ costs related to carrying out this assignment, as it will be defined in the final signed contract.
  • Withholding income tax payable to the Government of Kenya (GoK) shall be deducted during payment.
  • The consultant will sign a contract prior to commencement of this assignment, which will detail additional terms and conditions of service

9. Submission Guidelines

All expressions of interest should include:

  • Technical Proposal highlighting among any other necessary information: brief profile of the service provider, previous experience in this kind of assignment, understanding of the TOR.
  • Financial Proposal: The financial proposal should provide cost estimates for the services to be rendered.
