Consultancy Services needed for Provision of Quality Assurance to Public Sector Facilities, Private Sector Non Franchised Clinics and Pharmacies

Background

Triggerise is a non-profit organization that motivates users; primarily young women and adolescent girls, to make positive choices. We use nudges like reminders, discounts, in-person and digital follow-ups, and reward points to encourage our users to access and use healthy products and services. We also support them in becoming micro-entrepreneurs and earn incomes to sustain themselves.

Triggerise is registered in Kenya and has its main office in Nairobi but carries out its programmes in fifteen counties including Nairobi, Kisumu, Mombasa, Kajiado, Homa Bay, Kisii, Kilifi, Bungoma, Siaya, Migori, Vihiga, Busia, Kakamega, Nyamira and Nakuru.

Triggerise is implementing various donor funded projects targeting access sexual reproductive health services HIV services including testing, PreP and treatment with integrated mental Health interventions among adolescents’ girls and young women aged 15-24. The 10 counties in which the intervention will be implemented are Nairobi, Kisumu, Mombasa, Homa Bay, Kisii, Kilifi, Bungoma, Siaya, Migori and Machakos.

Triggerise is therefore requesting proposals from eligible organizations or consultants with the capacity to provide quality assurance support for clinics and pharmacies on the Tiko platform. For the purposes of this EOI, eligible organizations or companies are defined as legally registered organizations including franchisors that have licensed franchise clinics

Scope of Work

Triggerise works with franchisees to provide service delivery points where users can access sexual reproductive health (SRH) services such as free contraceptive (IUDs, implants, injectable, DMPA-SC and OCs) and HIV testing services including self-test kits, HIV care and treatment including Pre Exposure propylaxis and Mental health services. To expand the scope and reach, Triggerise shall be expanding to also include public sector facilities, non-franchised facilities and pharmacies within the specified counties. The successful organizations shall provide and ensure services offered at the facility are quality assured i.e. high-quality counseling, adolescent and youth-friendly, professional, and competent health care workers and availability of quality commodities and consumables for service delivery. The organization shall provide quality assurance to clinics/pharmacies through training, and supportive supervisions, quality assessments and audits. This includes quality assurance verification supported by at least one quality assurance support visit in a quarter and enforcement of quality improvement through facility quality improvement plans. Expertise in the listed health areas will be desired; Family planning, HTS/ART/PrEP, Mental health etc. Organizations with prior experience supporting quality service delivery in the public sector within those counties are encouraged to apply.

The scope of work per quarter will include the following at least one supportive supervision visit to each facility to cover the following:-

Quality Assurance Visit Roles

  1. Quality assessment to identify the service delivery gaps for the specific health areas.
  2. Development of action plan for the identified gaps.
  3. Mentorship of the service provider on the identifier gaps.
  4. Performance review with the provider to discuss client rating report and client exit reports and service uptake numbers.

Means of Verification

  1. Facility specific reports Review of Supervision records verification visits.
  2. Facility specific reports review of supervision records, client exit, report mystery client, reports client rating reports.

Triggerise will support successful applicants to undertake the above scope of work with a package of tools, checklists and tools, codes of conduct, QA report template to ensure that they successfully undertake the above activities. Triggerise will also include client feedback on the quality of care as a payment metric for the consultant QA services

Eligibility Criteria

Eligible organizations should meet the following criteria:

  1. Compliance with legal requirements of registration at the national and/or county level.
  2. Evidence of strong organizational management, governance, and oversight structures.
  3. At least 1-year experience in implementing health-related projects, (Experience in implementing adolescent and youth service delivery projects is an added advantage).
  4. Local presence for the last 1 years in the proposed area of operation (Sub Counties) is an added advantage.
  5. Track record of accountability for results.
  6. Sound financial management capacity and internal controls.
  7. Existing physical infrastructure including quality assurance structures & functional IT system for internal and external communication.

Period of the Engagement

One year 1st February 2022 to 29th Feb 2023

Financial Arrangements

In consideration of the Services to be rendered under this arrangement, Triggerise shall pay the organization a fixed annual fee for each active clinic on the platform for the period of the contract, and this will be paid on a quarterly basis. As part of the pay for performance contract with each organization or consultant, Triggerise will pay for all supported facilities on the Tiko platform upon meeting the quality assurance and improvement metrics. The reports to be shared include summary of Quality assurance report and evidence of supportive supervision and a quality improvement plan for each active facility on the platform.

Modification and Withdrawal of Bids

The Bidder may modify or withdraw its bid after the bid’s submission, provided that written notice of the modification, including substitution or withdrawal of the bids, is received by the Purchaser prior to the deadline prescribed for submission of bids.

Period of Validity of Bids

Bids shall remain valid for 90 working days after the date of bid opening prescribed by Triggerise,

In exceptional circumstances, Triggerise may request the Bidders to extend the period of validity. The request and the responses thereto shall be made in writing by letter or e-mail. A bidder agreeing to the request will not be required nor permitted to modify the bid.

The submitted bid must include the following information. Failure to supply all requested information or comply with the specified formats may disqualify the bidder from consideration.

  • A Bid/proposal detailing ability to undertake the outlined deliverables in the scope of work.
  • Valid registration certificate or operating license
  • Profile of the organization
  • Cover letter explaining interest to be a contracted vendor or supplier
  • Three (3) References from current or past clients

  • Detailed Curriculum vitae with details on previous consultant’s engagements
