Consultancy Services for Resource Mobilization- African Christian Health Association Platform (ACHAP)

Background

The African Christian Health Association Platform (ACHAP)is a regional faith-based organization providing a platform for advocacy, networking, and capacity building for Christian Health Associations (CHAs) and Church Health Networks in Sub-Saharan Africa. Established in January 2007 through a declaration of commitment by the 3rd Africa Christian Health Associations Biennial Conference held in Bagamoyo, Tanzania, ACHAP brings together about 40 national-level faith-based networks providing services in 32 countries across Sub-Saharan Africa to share resources, establish technical working groups (TWGs), and provide ongoing training and technical assistance (TA) to its members. Members of ACHAP play a critical role in public health as they partner with their governments towards achieving equitable access to quality healthcare in Africa. ACHAP has received funding under the New Partnerships Initiative for organizational capacity strengthening.

Purpose of the Consultancy

To effectively implement its strategic plan and secure long-term sustainability, ACHAP is seeking the services of a qualified consultant to develop a comprehensive resource mobilization strategy that will take into account the current global donor landscape, identify new actors, explore new funding modalities, and outline a strategic approach to leveraging existing and new partnerships, as well as make recommendations on how to diversify our resource base.

The consultancy’s objective is to develop and strengthen the ACHAP’s institutional capacity in resource mobilization which will include but not be limited to developing a resource mobilization strategy and establishing a clear overview of current and potential funding opportunities for ACHAP to increase the long-term sustainability of the organization.

Specific Tasks

  1. Review ACHAPs background, strategic plan, work plan, previous project proposals, current programmes and funding model to better understand the needs and help position the organization for more robust resource mobilization and business development
  2. Undertake a rapid mapping of ACHAPs current programmes to identify funding gaps.
  3. Develop a comprehensive resource mobilization/business development strategy for ACHAP, that includes innovative donor strategic partnership and engagement approaches
  4. Suggest strategies to develop and maintain strategic partnerships and engagement with key donors.
  5. Undertake a mapping of the donor landscape to identify potential donors and develop a donor database. – This should include donors’ geographic, thematic and strategic interests with aim of identifying emerging donors.
  6. Support the setting up of a formal ACHAP Resource mobilization and business development (RM/BD) function.
  7. Orient the ACHAP’s board and the board committee responsible for resource mobilization and their RM/BD roles and responsibilities.
  8. Develop a proposal writing/grants development guide and process map for ACHAP and train key staff on its application
  9. Prepare a dedicated new business development/resource mobilization work plan for 2023 aligned with the new strategy.
  10. Develop a resource mobilization training module for ACHAP staff and ACHAP member organizations.
  11. Train and mentor ACHAP staff and those of ACHAP’s member organizations on new business development/resource mobilization principles and practices, including proposal writing skills
  12. Support ACHAP to develop a system of monitoring funding opportunities and responding through applications.
  13. Support ACHAP to organize at least 2 donor/partnership round table meetings.
  14. Develop a series of short fundraising materials (digital) to raise the profile of ACHAP, including website content.

Deliverables

  1. A Resource Mobilization framework and Strategy document approved by the ACHAP Board.
  2. A business development/resource mobilization unit with clear functions and a focal person
  3. A Year 1 business development/resource mobilization work plan.
  4. The BD/RM function set up and strengthened
  5. A resource mobilization training module (facilitator’s guide, slides, participants’ manual, and reference materials).
  6. Key ACHAP staff and those of its member organizations trained/ mentored on RM/BD.
  7. A proposal writing/grants development guide and process map for ACHAP
  8. At least two funding applications submitted in 9 months
  9. A report from at least 1 donor round table held in 9 months

Required Education, Experience, and Competencies

  1. Advanced university degree in Social Sciences, Marketing, Development, Planning, Business Administration, Communication, or a related field.
  2. At least 7 years of regional or national experience in the development sector – preferably in health, NGO sector, network organizations, and donor funding environment
  3. Demonstrated experience and success in developing business models and mobilizing funds for civil society and national/regional non-governmental organizations.
  4. Strong analytical, strategic thinking and planning skills and ability to work under tight deadlines.
  5. Proficiency in English.
Application Process

Interested candidates should submit:

  1. A cover letter with an expression of interest.
  2. A resume or CV showing experience relevant to the consultancy.
  3. A technical proposal not exceeding four pages detailing an Understanding of the ToR
  4. An outline of the methodological approach for the assignment
  5. A budget specifying the daily rate of the consultant. The duration of the assignment is expected to be about 50 consultancy days spread over 9 months. The budget should be provided in Kshs.
  6. Two references and/or reference letters.

The Selection Process

The proposal and supporting documents must be submitted in English. Short-listed candidates will be invited to interview at the end of the technical evaluation process to assess the consultant’s understanding of the ToR. The time frame for the deliverables will be discussed and agreed upon with the selected consultant after reviewing the proposed methodology.
