BACKGROUND AND GENERAL GUIDELINES
Background
HealthRight Kenya (HRK) is a health and human rights organization whose mission is to eliminate the gap in health outcomes between marginalized and general populations. Expand equitable access to quality health systems for marginalized communities.
We achieve lasting change for marginalized populations through locally built and owned solutions; equitable access to health services; and better health outcomes for marginalized populations. For more than a decade, have been using a rights-based approach to HealthRight, working with local government and implementing the national government’s community engagement strategy in more 10 counties across Kenya. HealthRight has also demonstrated its ability to forge relationships from the community level right up to the county level in the most remote and impoverished areas of the country.
Health Right Kenya envision a future where the gap in health outcomes between marginalized populations and the general population is eliminated. HealthRight Kenya is positioned as a key partner in supporting the Government of Kenya at the national and county levels in the implementation of Universal Health Coverage (UHC).
Context
HealthRight Kenya is seeking to digitalize its services by creating a digital health platform to enhance communication, information, service delivery, referral pathways, and digital records. The platform is a scalable software toolkit that combines messaging, data collection, and analytics and is designed for health workers and systems in hard-to-reach areas and aligns it to the various MOH reporting tools in Mental Health, MNCH, SRHR, FP, and HIV. This will create a chatbot, Man Machine Interphase, digital tools, and registers for community and facility interphase.
OBJECTIVE OF THE TASK
The objective of the consultancy is to develop and commission a digital health platform for data collection, health messaging, and communication in MNCH/FP, SRHR, SGBV, and Mental health.
Key Steps
To achieve this task, the consultant(s) will:
- Undertake a comprehensive literature review/digital health and identify practical software and platform that is easy to use, interactive, and scalable.
- Develop software that provides interphase between the community, organization, and existing health information systems currently in use at the government and County levels.
- Develop and install safety, ethical, and legal measures to ensure the integrity of the system and its users.
- Provide opportunities for stakeholder feedback, interactions, and chat especially beneficiaries, to provide health information and support for HealthRight services.
- Identify and document the legal and administrative frameworks required for the installation and use of the digital health platform.
EXPECTED OUTPUT
The final output of this assignment is to provide an operational digital e-platform for the implementation of HRK health projects such as mental health, RMNCAH, violence, and HIV for use by its stakeholders at the community and facility level. This will increase efficiency and proved an evidence-based intervention thus increasing performance.
The specific outputs shall include:
- An Inception report highlighting the system approach, work plan, design specifications, and desk review findings within 3 days of signing the consultancy contract.
- A digital health software that can be used by mobile devices and other computer systems.
- A detailed user manual/training guide for use by the organization and its stakeholders.
- An operational platform in use within HRK commissioned.
ELIGIBILITY REQUIREMENTS
To be considered for this assignment, the applicants must meet the following minimum eligibility requirements:
- Must be a Kenyan organization/institution / or an individual legally registered with the government of Kenya and compliant with government tax laws; (Provide Letter of Accreditation, existing Tax Identification Number, copy of current tax compliance certificate).
- Should have the organizational capability to fully execute the proposed activities within an agreed upon timeline.
- Must have a legal bank account in operation (Provide correct bank account details)
- Must have experience of undertaking digital/software development, experience of having undertaken a similar innovation will be an added advantage.
- Must show previous experience implementing and deploying digital health systems in support of patients, providers and/or organizations.
- Must demonstrate ability to work with multiple stakeholders in executing similar assignments.
- Must demonstrate technical capacity to undertake the assignment.
- Must demonstrate financial capacity to implement the project.

APPLICATION REVIEW INFORMATION
Merit Review Criteria
To the extent that they are necessary (if award is not made based on initial applications), negotiations and/or interviews will then be conducted with the applicant whose application, after discussion and negotiation, has a reasonable chance of being selected for award. Awards will be made to eligible, responsible applicants whose applications offer the greatest value, cost-effectiveness, and other factors considered. After it is determined that the minimum eligibility requirements have been met, the Technical Evaluation Committee will evaluate applications according to criteria described below.
