Consultancy for Photography Services – Somali Cash Consortium for Somalia Cash Working Group – Mogadishu or Nairobi Office

Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries

1. Project explanation

The Somali Cash Consortium is led by Concern Worldwide, its members include ACTED, Danish Refugee Council, Norwegian Refugee Council, Save the Children, COOPI and IMPACT Initiatives. Through the Somali Cash Consortium (SCC), INGOs, supported by the EU, ECHO and other institutional donors, provide life-saving multi-purpose cash as well as longer-term social transfers to vulnerable Somali communities, exclusively through mobile-money transfers. The Cash Consortium has a commitment to its donors that include European Union, European Civil Protection and Humanitarian Aid Operations (ECHO) and Royal Danish Embassy to provide impact documentation through videos and photography, case stories and blogs, donor branding, social media promotion and sharing content on agency websites. Communications material will also be designed to raise awareness of consortium’s work among the wider European public.

2. Main tasks

The Consortium is seeking a professional photographer to produce a minimum of 25-30 high-quality pictures, accompanied by supporting captions and quotes. The final outputs should include the images and captions, as well as curated pieces ready for publication which document the impact of the project. The consultancy will be managed by the Nairobi based, Consortium Management Unit. The photographer will travel to Consortium project sites in Somalia and Somaliland, supported by Consortium members. Access will be facilitated to project stakeholders including beneficiaries, community members, local authorities and Consortium staff.

3. Deliverables:

  • Online/in-person planning meeting with CMU staff in Nairobi/Mogadishu
  • Multi-day travel to Somalia and Somaliland, visiting project sites and undertaking stakeholder interviews and photography
  • Sharing of draft proposed outputs with CMU
  • Final proposed outputs shared with CMU

4. Expected Outputs

  • Full outputs to be agreed based on consultant proposal
  • Photographs and accompanying captions
  • Curated content, using the above inputs, to be produced for print, electronic and exhibit purposes.

5.Lines of Communication/Reporting

The Consultant will report to the Cash Consortium Director, and the CMU team

6. Timeframe and Location

Work is expected to commence in May/June 2023 and be completed within the month. The photography will take place in Somalia/Somaliland, with preparation and follow-up work completed remotely.

7. Remuneration

Agreed rates will be based on prevailing market competitive rates and value for money of consultant proposal. In full consideration of the services performed by the consultant under the terms of contract, Concern Worldwide shall pay the consultant fees as per an agreed output/deliverables-payment schedule as follows.

  • 30% of total agreement will be paid upon contract signing.
  • 70% of total agreement will be paid upon delivery of the finalised and agreed content to the CMU.

8. Assistance to the Consultant from the Contracting Authority

  • Concern, or one of the Cash Consortium partner organisations:
    • will arrange travel to and from Somalia/Somaliland, and all reasonable in-country travel;
    • will arrange and pay for accommodation in line with Concern’s security policies;
    • will facilitate and pay for Somaliland entry and exit visa and any permits required for the photographer to carry out their duties in Somaliland;
    • pay a per diem (where applicable) based on Concern’s standard per diem rates and policies for Somaliland;
    • accompany and provide translation and community engagement support during photography and interview session; and
    • Provide office space, furniture, access to printers, stationery and communication facilities in Somalia/Somaliland

The consultant is expected to include all other costs not mentioned above in their financial proposal.

9. Essential and Desirable Experience/Qualifications of the Consultant

  • Must have 5+ years’ documented experience of taking and publishing professional photographs
  • Must have published works in major international outlets
  • Must have experience working in Somalia/Somaliland and demonstrate past works
  • Being Mogadishu or Hargeisa based – strongly preferred

10. Submissions of Technical and Financial Proposals

Interested candidates who meet the above requirements must submit the following:

  • A proposal document:
    • demonstrating how the photographer would undertake the work;
    • outlining the format and rationale for the curated content; and
    • CV and portfolio of previous work, including published comparable work.
  • A budget justification in USD, including all costs the photographer wishes to charge Concern. Staff costs should be calculated from the photographer’s day rate and the number of days estimated to undertake the work.

11. Other

  • Adhere to the standards of conduct outlined in Code of Conduct (CoC) with Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking Policy.
  • Support and promote the standards outlined in the Concern Code of Conduct and related policies to the team, partner and stakeholders and be committed to providing a safe working environment.
  • Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated into the project
  • Undertake other related duties as may reasonably be assigned by the Finance and Systems Director.

Concern Code of Conduct and associated policies

Concern has an organisational Code of Conduct (CCoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. These have been developed to ensure the maximum protection of programme participants from exploitation, and to clarify the responsibilities of Concern staff, consultants, visitors to the programme and partner organisation, and the standards of behaviour expected of them. In this context, staff have a responsibility to the organisation to strive for, and maintain, the highest standards in the day-to-day conduct in their workplace in accordance with Concern’s core values and mission. Any candidate offered a job with Concern Worldwide will be expected to sign the Concern Staff Code of Conduct and Associated Policies as an appendix to their contract of employment. By signing the Concern Code of Conduct, candidates acknowledge that they have understood the content of both the Concern Code of Conduct and the Associated Policies and agree to conduct themselves in accordance with the provisions of these policies.
