ORGANIZATIONAL CONTEXT
The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.
With its headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research, and learning, as well as rule of law and justice programs in countries through 18 Country Offices operating in every region of the world.
IDLO has a strong track record in supporting justice sector actors and institutions to enhance Kenya’s access to justice. IDLO’s work in the country began in 2009, supporting the Constitution’s development. The organization’s programmatic work has gradually expanded, and the current focus areas include access to justice, gender justice, commercial justice, and law reform. IDLO’s work in Kenya consists of strategic policy and legal review and development, institutional strengthening, targeted capacity building, and support to e-justice processes.
ABOUT THE JUDICIARY
The Kenyan Judiciary is an independent, impartial, transparent and accountable institution anchored under Article 159 of the Constitution. It derives its authority from the people of Kenya and it is bound by the National Values and Principles of Governance as enshrined in Article 10. Its mission is to deliver justice fairly, impartially, and expeditiously, promote equal access to justice, and advance local jurisprudence by upholding the rule of law. The 2011 Judicial Service Act governs the administration of the Judiciary as well as its functions.
SCOPE OF THE WORK
The Office of the Chief Justice (OCJ) is established under Article 161 of the Kenyan Constitution to render administrative, operational, and governance support to the Judiciary. The OCJ performs a wide range of duties including (i) setting policies for the administration of justice and the running of the Judiciary under the Judicial Service Commission (JSC); (ii) sitting on the Supreme Court Bench and giving directions on the constitution of Supreme Court Benches among other mandates.
In this regard, the Office of the Chief Justice (OCJ) in partnership with IDLO seeks to recruit a Communications, Publications, and Public Relations Consultant to support in communication processes under the OCJ.
The Consultant will perform the following tasks:
- Coordinate the delivery of identified support services, such as graphic design and layout, illustrations, translation, photography, and video and audio production for OCJ;
- Effectively use website / social media data analytics and other evaluation criteria to determine the success of interventions implemented or campaigns undertaken by OCJ;
- Produce, edit and revise OCJ publications to ensure clarity, consistency, and readability of the text for the intended audience.
- Ensure that the OCJ webpage or other associated platforms are regularly updated;
- Provide strategic advice on communications in line with wider Judiciary Communications Strategy and visibility goals;
- Support the development of high-level webinars on pertinent or relevant issues for the OCJ.
- Develop and foster productive relationships with both national and international partners to facilitate harmonized communication and public engagement on joint or multilateral activities;
- Develop strategies, key messages, and communication action plans to address various public relations matters including crisis management;
- Ensure the OCJ’s visual and corporate identity is consistent with that of the Judiciary pursuant to all the relevant strategic documents and guidelines;
- Develop and implement strategies for knowledge management related to communications as well as recording, publication, and archiving of all produced materials such as photographs, videos, and communication plans.
- Develop reader-friendly and gender-responsive versions of the SOJAR and Communicate SOJAR outcomes in a comprehensible manner to the members of the public
- Develop the OCJ Communication and public relations Team structure and develop strategic implementation tools to anchor the structure
- Develop and maintain a task execution dashboard for the OCJ in collaboration with the chief of staff
- Convene and report on monthly OCJ meetings chaired by the Chief of Staff
- Review articles and opinion pieces as advised from time to time
- Develop a communications toolkit to facilitate communication and public engagement for the OCJ
- Design OCJ letterheads and communication tools mirroring the Social Transformation through Access to Justice Vision
- Support and guide high-level events organization led by the OCJ
- Support other roles assigned by the Chief of Staff to the Hon. Chief Justice
- Identify training gaps on communication and public engagement and work with the Judiciary to facilitate training needs for the OCJ in consultation with the Chief of Staff
DURATION OF THE ASSIGNMENT
The consultancy contracts will run for 12 months.
Ideal Candidate Profile
Education
- A Bachelor’s Degree in Communication studies, Journalism, Public Relations, and any other related courses.
- A Masters’s degree will be an added advantage.
Work experience
- At least 5-10 years communications-related experience; designing and developing communication materials and Publications, corporate communication management.
- Demonstrated experience in photography and media content development.
- Demonstrate working knowledge of the Judiciary and administration of justice work
- Demonstrated track record in communication and program management
Technical competencies
- Excellent organizational, interpersonal, and communication skills.
- Excellent work ethic founded on the principles of integrity, impartiality, and confidentiality.
- Professionalism in the process of engaging with IDLO, Office of the Chief Justice and Staff.
- Proficiency with Microsoft Office programs and other relevant computer applications.
REMUNERATION AND TIMELINES
The assignment will be undertaken for a short-term period of 12 months on an output basis All fees paid will be subject to 5% KRA withholding tax.
REPORTING AND SUPERVISION
The consultant shall report directly to the Chief of Staff to the Chief Justice and the Field Programme Manager for the Gender Justice and Inclusion at IDLO, Kenya respectively.
