Call for Offers: Consultancy on Development of County Climate Change Policies and Regulations- GIZ
The Deutsche Gesellschaft fur Internationale Zusammenarbeit [GIZ] GmbH implements the global project NDC Assist II as commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ).
In Kenya, the NDC Assist II project is being implemented in collaboration with the National Treasury and Planning to improve capacities for financing and incentivizing the implementation of NDCs including accessing, mobilizing and effectively using resources from various financing sources including the establishment of green fiscal incentives to mobilize private sector investments in climate action. Through the-National Treasury, the project is also supporting counties to strengthen their climate change legislative and institutional capacities through development of county specific climate change policies and legislations. The objective is to enhance the counties’ capacities to resource mobilize and implement adaptation projects to enhance their communities’ resilience.
GIZ is seeking for consultants to support specific counties to develop climate change policies and legislations and support operationalization of their climate change funds through establishment of guidelines detailing the Fund administration, institutional framework criteria for selection of high-impact sustainable development projects, funds disbursement and monitoring and reporting of investments.
Interested consultant must have Graduate degree in relevant subjects i.e. environment management, climate, politics, public administration, Law, 10 years-experience in sustainable development research, facilitation of policy dialogues, and legislative drafting; experience in working with county governments, private sector, local communities, CSOs, and policy institutions; 8 years’ work experience in Kenya/East Africa region. Prior experience in development cooperation will be an asset.
Interested consultants must provide verifiable proof of qualifications and experience in similar/related services. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert.
