Living Goods Overview

Since 2007, Living Goods (LG) has been saving and improving lives in resource-constrained communities by facilitating access to cost-effective and quality health education, diagnoses, treatments, and referrals for basic health challenges — facilitated by cutting-edge technology and a cadre of motivated and supervised community health workers.

Working in partnership with governments every step of the way, we recruit, train, mobilize, and manage the performance of Community Health Workers (CHWs) who live in the communities that they serve. We ensure that the CHWs in our network are trained and regularly stocked with a quality and affordable supply of life-saving medications and other health-related products, which support our focus on ameliorating the biggest drivers of maternal and child mortality.

Living Goods currently operates in three countries; Uganda, Kenya, and Burkina Faso, and while our approach has been proven to deliver lasting impact, we look to save even more lives at scale. We have set ourselves the goal of reaching 18 million people in 5 developing countries by 2026. Success in scaling our impact will require us to partner with the government and in some cases other local and international implementers. The technical assistance we aim to deliver to governments and partners is based on the Living Goods approach codified as DESC, through which CHWs are: Digitally enabled, equipped with skills and supplies, Supervised, and Compensated.  DESC is designed to improve the performance of CHWs, ensuring they are incentivized and able to deliver high-quality health care in an efficient manner. We have found that having a working supply chain is essential to saving lives. Where Living Goods is supporting the public sector to strengthen their community health system, it will be necessary to address the challenges in the supply system to the last mile to ensure that essential medicines are in the hands of community health workers and are delivered successfully to those in need.

Purpose and Objectives:

Living Goods is seeking proposals from qualified firms and individuals to assess gaps and opportunities in the community health chain system and identify areas where LG’s support could create the biggest impact. The consultant will work with the country, global teams, and relevant external stakeholders to achieve the following specific objectives.

Phase 1: Better understand the community health supply chain landscape at the global and national levels.

  1. Conduct a landscape analysis of community health supply chain systems to understand the visions and aspirations: Evaluate the policies and practices, identify opportunities and gaps and/or gaps around them, bottlenecks, and consequently unique value proposition for LG as an organization.
  2. As a follow-up on 1 above, a partner mapping to identify the main actors in the space (funders, implementers, focus areas), strategies & interventions at both global and national levels (with a focus on Kenya).

Phase 2: Support Living Goods to develop a supply chain strategy to strengthen last mile reach based on the previous analysis – Including build, borrow, and buy pathways for new innovations

  1. Provide key input in developing a global community health supply chain strategy to guide                    Living Goods’ approach to strengthening public sector supply systems.

Scope:

Geographical Coverage

  • The strategy will be designed for roll out in existing and new countries on Living Goods’ roadmap, Uganda, Kenya, and Burkina Faso.
  • Bottleneck analysis and partner mapping will be conducted at global and national levels with a focus on Kenya.

Time:

  • These activities should be implemented by November 18th, 2022. The consultant is welcome to suggest reasonable changes to the timelines based on the scope of work.

Deliverables: 

The consultant is expected to deliver the following outputs:

  • An inception report detailing the task approach and work plan.
  • A landscape assessment report detailing global and local perspectives, the vision and aspirations, policy and process gaps, and opportunities for Living Goods’ intervention.
  • A partner mapping at the global level and for KE with a focus on a national level.
  • A public sector community health supply chain strategy to guide systems strengthening interventions in existing and new countries.

Evaluation Criteria

Evaluation criteria for selecting the winning consultant will include both technical and budget/cost categories consistent with the scope of work.

  2. Proposals shall be submitted in one file, not to exceed 5MB in size.
  3. Proposals shall include:
  4. Capacity statement detailing relevant qualifications and experience and CV(s) of key personnel delivering the assignment.
  5. Technical proposal outlining:
        • The proposed approach.
        • Plan for fieldworker recruitment, training, and management (if necessary).
  6. Detailed timeframe specifying milestones towards key deliverables.
  7. A budget detailing costing for all activity costs.

Duration of contract & timeline & deadline:

It is anticipated that the contract will start during the month of September 2022 at a date agreed on between the Consultant and Living Goods Uganda and end on the 18th of November 2022.
