Expression of Interest – Radio Communications System, The Northern Rangelands Trust (NRT)

The Northern Rangelands Trust (NRT) is a non-profit umbrella organization that supports 43-member Community Conservancies across northern and coastal Kenya. Providing fundraising, technical support, governance support and training to member community conservancies. Its mission is to develop resilient community owned conservancies that transform lives, secure peace and conserve natural resources. NRT is a non-governmental organization headquartered in Lewa Wildlife Conservancy, Meru County. More information can be found at www.nrt-kenya.org.

NRT would like to upgrade the current digital radio system in order to increase the capacity of the current network and facilitate future growth. The channel plan should incorporate a mixture of network wide and local operational channels (see table 1 on EOI document). NRT will consider the use of IP site connect, capacity plus or hybrid systems to facilitate the above requirement. The system should incorporate the current Motorola equipment held by NRT and plug into the newly acquired data backhaul system. The use of a central dispatch is advisable for overall command and control of the organization.

1. Qualifications

The consultancy firm must demonstrate the following:

• The firm must be able to demonstrate the successful delivery of IP Site connect and Capacity Plus Systems.

• Work experience in Arid and Semi-Arid geographic locations.

• Must have experience with network capacity building.

• Experience of having conducted similar project delivery to the expectations of the European Union is an added advantage.

• Must not be debarred from any banking consortium.

2. Application Requirements

Application materials shall include:

• Profile for the firm showing previous similar work.

• A written response to this TOR in terms of a proposal detailing the technical understanding of the task, proposed methodologies, expected activities and deliverables, proposed project scope of work with schedule, and financial bids.

• Detailed CVs of all professional (s) who will work on the project. If there is more than one consultant on the proposed assessment team, please attach a table describing the level of effort (in number of days) of each team member for each of the assessment activities.

• Professional references: please provide at least three references from your previous clients and full contact details of the referees.

• At least three recommendation letters of similar programmes and context.

• Site Visit – for any interested firm to visit before responding to EOI – 17th March 2022 to 23rd March 2022

3. Submission

Bidders should provide a technical and financial proposal in two separate envelopes clearly marked “Technical Proposal” and “Financial Proposal” and sealed in one plain envelope clearly marked “Tender No. NRT/MARCH/08/2022 “Radio Communications Network Upgrade” The Proposal should be addressed as below to reach the undersigned hand delivery by courier to be submitted by the 28th of March 2022 not later than 2pm (EAT).
