Vacancy: Community Land Paralegals (Samburu East and Samburu North), Namati Kenya
About the Position
Namati Kenya, in close collaboration with the Samburu County Government, is implementing a project to support communities to use the Community Land Act (CLA) to register their lands. The project seeks to not only support the communities to apply for and acquire legal titles over their lands, but to also strengthen their governance systems and to address discrimination within the communities. Therefore, the project will invest significantly in the strengthening of land governance and accountability among the target communities. Community Land Paralegals’ primary responsibility will focus on supporting communities to know the law, use the law to register their lands, and to help shape the implementation of the law at the community-level. Paralegals will also be responsible for implementing a civic education campaign, engaging with the Samburu County government, and monitoring the implementation of the project.
Specific responsibilities include:
Public Awareness and Civic Education
- Facilitate public awareness meetings and participate in barazas to popularize the Community Land Act in Kiswahili and local languages.
- Present basic information about the Community Land Act on community radio shows.
- Coordinate public awareness meetings with county government officials.
- Monitor and communicate back how the public awareness campaign progresses. Share lessons and in case of any short falls, make suggestions on how to improve.
Active Support to Communities
- Respond to community requests for support the registration of community land claims.
- Provide comprehensive legal education focused on the Community Land Act in local languages.
- Travel to communities to facilitate a series of activities in communities designed to meet the requirements of the Community Land Act and support the community to submit their registration paperwork to the Registrar.
- Ensure that all activities are as inclusive and participatory as possible, paying close attention to levels of participation and influence of women, youth, and other marginalized groups.
- Support communities to resolve conflicts and disputes which may arise during implementation. In case such disputes continue to escalate, invite county officials to support the communities to resolve such disputes.
Government Engagement
- Provide monthly updates to the lands department on progress, lessons learned, and challenges of supporting communities to register their land using the Community Land Act.
- Whenever necessary, accompany county government officials to the target communities when they perform their duties under the Community Land Act.
- Discuss challenges during the registration process with county government officials and work together to find solutions.
Monitoring, Evaluation, and Reporting
- Collect and record baseline data in newly entered communities.
- Complete monitor and evaluation forms for each community meeting and significant meetings with county government officials.
- Enter all data into an M&E database on a timely basis.
- Support/contribute/write blog posts/op-eds and policy briefs that document and popularize lessons from the field.
About You/Must-Haves for the Position
- Excellent Facilitation and Community Organizing Skills: You are an experienced facilitator that is comfortable and resourceful speaking in front of large community meetings. You can support people to actively participate in meetings and encourage people, especially women and youth, to make their voices and perspectives heard.
- Flexibility: You know that providing quality support always begins with careful planning and execution. Yet in the face of unexpected challenges, you are known for maintaining a positive attitude, quickly and adeptly reorienting yourself to find a new solution.
- Resourceful problem-solver: You know how to find answers and can figure out how to solve problems when they arise. You feel comfortable working independently.
- Exceptional communication skills: You can clearly communicate, both verbally and in writing, in English, Kiswahili, and Samburu language.
- Education and Experience. You have completed secondary school and have at least two years of relevant work experience.
- Special Skills: You have a motorbike license or are willing to take motorbike lessons and acquire a license. You are comfortable with technology and have experience using Microsoft Office software.
Location
Samburu East and Samburu North. Please note you must already be eligible to work in Kenya to be considered for this position.
