Position Title: Director, Health Systems Strengthening, CARE International

The Director of Health Systems Strengthening will provide technical and programmatic technical guidance in the areas of health systems strengthening, including health policy, planning, and financing, strategic planning as well as front line health worker support, mentoring, protection and training to improve the prevention, care, treatment and mitigation of poor health outcomes globally and in support of CARE’s Right to Health Impact Area Strategy. S/He will be responsible for leading the HSS team that supports country offices, local civil society organizations and Ministries of Health in strengthening the capacity, accountability and management of community, primary health care and district level facilities in order to improve the quality of services communities receive. Health care delivery sites in rural areas, urban and peri-urban slums, refugee camps as well as those serving displaced populations, girls, women, children, the elderly, LGBTQ+ and other vulnerable population groups will be prioritized. The Director will work across HER technical teams and with the Global Public Health Technical Assistance Cohort to identify continuous quality improvement projects in the context of total quality management across entire health units to improve the quality of services, drawing on CARE’s SAA and CSC work in demand creation. S/he will be knowledgeable with the issues around decentralization and devolution of financial and program management functions to lower cadres of government administrative systems in the global south. The Director HSS will lead the implementation and efficient delivery of an innovative and dynamic HSS program portfolio that positions CARE and the HER team as a thought leader in the HSS space. Both through direct support and through coordination across HER’s technical, resource mobilization, knowledge management and business operations teams, the incumbent will ensure efficient team work flows and smooth operations for projects within the HSS portfolio. S/He will provide high-level guidance on project budgets and internal organizational requests as well as support to HSS project designs and resource mobilization efforts. The person in this role is responsible for managing 3-5 Senior Technical Advisors/Project Managers who in turn may manage 1-2 Technical Advisors/Specialist or Interns. S/he models leadership that is both results-focused and consultative and relies on excellent negotiation and influencing skills. S/he approaches both direct supervision and management support to the larger project teams globally from the perspective of coaching and mutual learning. Reporting to the Senior Director for HER the Director HSS will serve on the HER leadership team, which supports the Senior Director in team and project portfolio management as well as serving as the Sr. Director’s designate at internal and external meetings as needed.

Responsibilities:

  • Direct CARE’s portfolio of Health Systems Strengthening projects to advance CARE’s strategic interests in this space
  • Lead a team of Senior Technical Advisors (STA) in their contribution to the development, implementation, monitoring, evaluation, and reporting on CARE’s HSS program portfolio in coordination and collaboration with the Global Public Health Technical Assistance Cohort
  • Support the efficient functioning and leadership of the Health Equity and Rights team as a member of the HER leadership team supporting the Senior Director
  • Engage with donors and other internal and external stakeholders to represent the HER Team and CARE in order to mobilize resources from the public and private sector
  • Ensure lessons learned from our global HSS portfolio are captured and disseminated widely in order that CARE is recognized as an HSS thought leader

Qualifications:

  • Masters’ Degree in public health or related Social Sciences field
  • 5-7 years of experience in global health with a special emphasis within the sexual and reproductive health; and/or broader health systems strengthening spectrum required –
  • Strong skills in project monitoring, evaluation and learning, with particular focus on performance management and project management information systems – Expertise in program continuous quality improvement (CQI), quality assurance and total quality management (TQM) –
  • Excellent skills in strengthening service delivery programs and organizational capacity strengthening, facilitating training workshops, supporting continuous quality improvement projects and monitoring and evaluation –
  • 5-7 years of management /supervisory experience required with demonstrated experience managing and supervising health systems activities and teams. –
  • Applied experience implementing sexual and reproductive health and/or health systems strengthening programming with direct responsibility for project team, deliverables and budget management –
  • Substantial experience overseeing large multi-country projects with responsibility for donor relationship management, technical oversight and project management – Excellent oral and written communication skills in English (one additional language e.g. French, Spanish, Portuguese, Arabic desired) –
  • Concept paper development and superior grant and proposal writing skills with evidence of writing and winning proposals –
  • Demonstrated commitment to and leadership in global sexual and reproductive health programs; and/or health systems strengthening technical space
  • Ability to liaise with senior MOH officials and dignitaries, executives of NGOs, FBOs, CBOs, the for-profit business community, and senior members of the donor community
