Monitoring, Evaluation, and Learning (MEL) Assistant, USAID/Kenya Health Supply Chain Third Party Monitoring (Kenya TPM)

Project Objective:

This project works to provide USAID and the Government of Kenya a unified platform and set of tools for monitoring, analyzing, and visualizing supply chain performance and risk by county, facility, and commodity. The project aims to improve accountability for health products as they progress from central warehouses to the end user and enhance the ability of county-level health staff to improve supply chain accountability. Kenya TPM is a two year project ending in June 2023 with the possibility of three additional option years.

Position Description:

Beginning in March 2022, SI is seeking a full-time MEL Assistant to contribute to the implementation of all monitoring, evaluation, and learning activities for Kenya TPM including research and analysis; program monitoring, evaluation, and assessments; presentation of findings and recommendations; technical assistance; and collaboration and administration. The MEL Assistant will report directly to the project’s MEL Specialist.

Responsibilities:

  • Under the guidance of the MEL Specialist, support in the collection, aggregation, synthesis, analysis, and interpretation of data
  • Review research, surveys, and or evaluation reports to improve quality of analysis
  • Support data quality assurance for data collected from spot check teams
  • Identify challenges during data capture and provide correction support
  • Review and maintain project MEL databases
  • Setting up meetings/calls by sending out invitations, following up with participants, and working with the administrative staff to book lines and rooms
  • Support preparation of MEL sections in monthly reports
  • Assist in supervising field teams
  • Potential to travel to any part of the country to support data collection
  • Performs other duties as assigned by the MEL Specialist

Qualifications:

  • A bachelor’s degree in international development, sociology, monitoring and evaluations statistics, informatics, mathematics, or another relevant field
  • A minimum two years’ experience. Experience in M&E, learning, project administration or related activities for USG and/or donor-funded programs preferred
  • Experience developing data management and collection instruments/tools; carrying out quantitative and qualitative data analysis; data quality assessments; etc. preferred
  • Excellent verbal and written communication skills
  • Ability to work independently and collaboratively within the context of a larger team
  • Ability to follow through on multiple tasks in a fast-paced, deadline-oriented environment
  • Strong attention to detail and time management skills
  • Demonstrated ability to effectively use statistical software such as R or STATA
  • Demonstrated experience and understanding of health information systems such as DHIS
