Terms of Reference for Impact Evaluation of HECA RP’s Rights in Crisis and Extractives Industries’ Influencing Work

The Role

We are looking for a consultant / consultancy firm to carry out the following scope of work:

  1. Harvest outcomes of the influencing initiatives primarily led by the HECA platform.
  2. Test for the RP’s contribution to this change, and the specific role of building alliances/networks to bring about change
  3. Engage key regional and relevant country stakeholders throughout.

Qualifications:

The successful consultant should have a multidisciplinary team with key qualifications and competencies as follows:

  • Advanced degree in relevant disciplines Social Sciences, Governance, Economics, Public policy analysis, Gender studies, Human rights, Media and Communications etc.
  • Should have knowledge and experience in gender and women’s rights issues.
  • Experience in influencing work, Extractive Industries and Peace Building initiatives.
  • Excellent evaluation/research experience, knowledge, and skills; especially relating to influencing work and assessing impact (attribution or contribution)
  • Excellent analytical and writing skills
  • Cultural sensitivity is preferred for this assignment.
  • Experience with Oxfam an asset
  • Knowledge of other international languages (besides English) like French, Swahili etc. is an added advantage
  • Oxfam work is based on deeply held values and principles. The consultant will be bound by the principles and conditions of Oxfam Code of Conduct during execution of the assignment.
  • Information technology skills, including the use of Microsoft Office and Teams, Zoom, Miro and SurveyCTO encoding if needed (Oxfam IE Adviser could provide support on this)

How to apply

The consultancy will take place between December 2021 and mid-March 2022. Consultants are invited to apply sending a technical and financial proposal (through e-mail) to the logistics team  of HECA RP on the following e-mail address: ssc.consultancy@oxfam.org  CVs of key staff (lead consultant and associate consultants, if applicable) should be included in the technical proposal not later than 15th December, 2021.
