Increasing the capacity of the Human Rights Defenders for the protection and promotion of Children best interest in the Kenyan Juvenile justice system in the 3 counties of Nairobi, Kisumu and Kericho.

Project Goal: The action intends to strengthen and support overall protection and promotion of the best interests and equal rights of children in the Juvenile Justice System.

Project Background

The overall goal of the project is to strengthen and support protection and promotion of the best interest and equal rights of children in the Juvenile Justice system, targeting both children in contact and in conflict with the law.

The long-term change envisions a strengthened Alternative Care system and awareness grounded in the best interests and rights of children separated from their families, resulting in courses of action in conformity with the principles of non-discrimination, protection, survival and participation.

This will be done by empowering local Human Rights Defenders (HRDs) and Human Right Defender Organizations (HRD) working at grassroots level within the Juvenile Justice process (including prevention level, early management procedures and pre-trial management levels, trial, post-trial and family reintegration level). The strategy is based on three pillars: i. Capacity building and improved coordination of Juvenile Justice Agencies; ii. Service provisions through a comprehensive approach to rehabilitation, prevention, protection and promotion of children’s rights with a specific focus on children with special needs; iii. Advocacy and public dialogue to support Human Rights Defenders and Human Rights Defender organizations on promoting the rights of children deprived of their liberty with a specific focus on diversion and Alternative Care mechanisms.

Project Outcome

Human Rights Defenders (HRDs) and HRD organizations at grassroots level have increase capacities to effectively improve Alternative Care Services for children in contact and in conflict with the law, with a special focus on children with special needs in the JJ System in three counties.

Project Outputs

  1. HRDs, HRD Organizations and Government Institutions at grassroots level have improved skills and resources to strengthen the JJS protection mechanisms and institutions for provision of AC, legal, psychosocial, education, rehabilitation, reintegration to children with special needs or in need of care and protection.
  2. HRDs and HRD organizations have improved skills and resources to create community awareness and sensitization and to build capacity of the community, families and children beneficiaries to actively participate in AC provision.
  3. Best practices and guidelines on AC are embedded in the Kenyan Children Bill (2017), through advocacy and lobbying by HRDs and HRD organizations at grassroots level.

Project Assignment

The assignment will focus on undertaking a participatory photography workshop where photographs (pictures) will be used as a tool to communicate and raise awareness about social(i.e. gender, cultural aspects, special needs and disability factors) and global issues(unequal access to opportunities like education, healthcare)within the children institutions.

The consultant will be expected to conduct a participatory photography workshop for children in the three(3) Remand Homes across Nairobi, Kericho and Kisumu Counties. The Remand homes are namely Nairobi Children Remand Home, Kisumu Children Remand Home and Kericho Children Remand Home. In this regard, photographs will be used to capture the daily occurrence of the lives of children within the Remand Home and use it as a means for positive social change and awareness creation.

3 groups of 10 children from each Remand home in Nairobi, Kericho and Kisumu Counties will be selected in collaboration with Cesvi and the Child Remand Home Managers according to criteria established together targeted by the initiative will be given the skills, confidence and tools (a camera) needed to share their lives and experiences through photography. 3 workshops will be organized in Kericho, Kisumu, Nairobi, one each county.

Participants will be trained in the use of photography as a way to communicate what is important to them and encouraged to capture the details of their lives that they feel others may not be aware of, but which affect their wellbeing and happiness.

Objectives of the Assignment

  • To conduct 3 days’ photography workshops in each county.
  • To train 30 selected children with basic knowledge and skills on how to use Cameras and take photographs.

Expected Outcomes

  • At least 30 children are trained on the use of photography as a way to communicate and capture important details of their lives with focus on children with special needs.
  • At least 3 photography workshops be conducted in Nairobi, Kericho and Kisumu Counties.

Consultancy Tasks & Deliverables

  • Developing a concept note on how to undertake the assignment for sharing with the Consortium.
  • Developing a detailed work plan on how the photography workshop will be conducted within the three counties.
  • Developing a training plan for the training on how to use photography as a way to communicate and capture important details of their lives with focus on children with special needs.
  • Conducting a series of three (3) separate (3) days photography workshops in Kisumu, Kericho and Nairobi Counties
  • Selecting the best photographs collected from the workshops together with the consortium and advice on possible methods the consortium can explore for successful exhibition of the identified photos.

Beneficiaries: 30 children from Nairobi, Kericho and Kisumu Counties and HRDs.

Consultancy Duration: One Month,

5th December 2021 to 31st December 2021

Consultancy Location

Physical: Remand Homes in Kericho, Kisumu and Nairobi Counties. The consultant will be fully responsible for arranging his /her logistics of travel and accommodation to fulfil the tasks of the consultancy.

The consultant shall be accompanied by CESVI staff representative during the workshops.

Quality & Ethical Standards

The consultant shall take all reasonable steps to ensure that the Photography workshop is conducted in a manner that respects and protects the rights and welfare of the children.

Cesvi shall ensure all the participants have signed their consent forms around videography and image use.

Cesvi has zero-tolerance to sexual exploitation and abuse, sexual harassment, abuse of authority and also adheres to strict child safeguarding principles.

All selected consultants will be expected to adhere to CESVI’s standards and principles and will therefore undergo rigorous reference and background checks and will have to sign a statement signifying this agreement to CESVI (Prevention of Sexual exploitation and Abuse) PSEA policy

The selected consultant is expected to attend a safeguarding induction session with Cesvi staff.

Reporting

The consultant, during the course of this assignment, will report to the EIDHR Project Coordinator.

Experience and Qualification

  • The eligible consultant must have a minimum of Diploma/Bachelors of Arts in Media & Communications with specialization in photography, broadcast and production from a recognized institution.
  • The Consultant should have experience in developmental communications, advocacy and humanitarian journalism.
  • The person should have worked with a developmental organization before for at least 2 years.
  • The consultant should be conversant with NGO’s operation with focus on children, particularly those with special needs. Additional knowledge and experience on networks will be of great importance.
  • The Consultant must have with prior experience in photographing similar projects/activities (human interest, social developmental thematic areas).
  • The consultant must have previous experience in delivering participatory photography workshop or with similar methodology.
  • The consultant should provide evidence of previous works in similar assignments that exhibits creativity, visual arts and technical photography skills.
  • The consultant must show the ability to prioritize and manage time efficiently, including handling multiple tasks effectively and coordinate with the assigned supervisor
  • Knowledge and experience of E.U regulations is an added advantage.
