Consultancy Services required to undertake Peace Building and Reconciliation Training-JRS

Background

JRS is an International organization with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. We have been involved in livelihoods and education activities for urban refugees in Nairobi for over 20 years with an established presence among both the refugees and local communities. In particular, JRS is implementing the Livelihood and Psychosocial project in Nairobi and part of this intervention is community engagement for social welfare. The project objective under this is to improve the social wellbeing of refugees living within Nairobi and boost their resilience by building their capacity for reconciliation and psychosocial support.

Rationale

The Livelihood and Psychosocial project, mainly targets refugees freeing conflict in their countries of origin and are resident in Nairobi. One of the sub-components of this project is Community Social Welfare activities targeting community leaders and youth, who will be trained as facilitators on peace building and reconciliation to build their capacity to be change agents within their communities and fostering peaceful coexistence and reconciliation here in Nairobi and upon return to their home countries.

Goal and Objective

The goal of this training is to equip the refugee community leaders and youth with peace building and reconciliation skills to be change agents and spread peace messages in their communities to help them build a cohesive society.

In order to achieve this, we are calling for a proposal from a seasoned peace and reconciliation specialist to facilitate the training.

Scope of Work

Scope of the training course

  • Impart necessary peace building and reconciliation knowledge, skills and attitude to refugee leaders and youth.
  • Support community leaders and trainees to understanding concepts of peace and conflict, together with its potential for growth and development.
  • Facilitate trainees to reflecting on their own experiences, emotions and responses to conflict.
  • Facilitate trainees to share their personal and community stories and realities.
  • Use role plays to pass peace messages and how to handle conflict to increase cohesion
  • Develop competencies of working towards conflict transformation and peace building.
  • Empower community leaders and youth to take peace building initiatives and interventions to their community.
  • Lead and coordinate joint planning and review sessions for community leaders and youth to plan for and participate in peace building and reconciliation activities within their community.

Proposed Methodology

The consultant will develop the training program and propose a methodology that will ensure the stated objectives are achieved.

Duration:

The training will be conducted over 3 days from 8.30 am to 3.30 pm for the community leaders and should be done within the month of contract award and thereafter 2 days training for community leaders and youths jointly starting 8.30 am to 3.30 pm.

Deliverables

  • Prepare and submit training material/content for the participants clearly stating the skills to be imparted in every lesson
  • Prepare and submit a training plan and schedule
  • Prepare simple tools templates that beneficiaries will use to track their progress in attaining peace and reconciliation skills.
  • Assessment report on acquired skills by the beneficiaries
  • Develop and submit a step-by-step guide to monitor impact of the training to the community.
  • Share a draft report immediately after the training and a full report (in English) to JRS within two weeks of completion of the training.

Accountability and Responsibility

JRS shall provide for:

  • Venue for the training
  • Meals and refreshments for the participants
  • Fare for the participants

The consultant will be responsible for;

  • Training materials including stationaries
  • Trainers and training content

Required Expertise and Qualifications.

  • Must have relevant training in Conflict Prevention, Peace and Security Studies, or related field.
  • Should have 5-7 years of experience in conflict prevention, resolution, mediation, and early warning.
  • Must be a certified trainer in the peace and conflict management.
  • Must be willing to abide by JRS code of conduct and child protection policy.

Criteria for Selection of the Best Offer:

The evaluation for the consultant will be based on Combined Scoring methods – where the qualifications and methodology are given 70% weightage and the financial offer will be given 30% weightage. Only consultants meeting a minimum of 50 points under technical evaluation will be considered for the financial evaluation. The following specific criteria will be assessed:

  • Demonstrated knowledge on peace building and reconciliation
  • Experience and skills in contextualizing peace building and reconciliation
  • Demonstrates experience and skills in facilitation/consultation and coordination skills
  • Relevance of Methodology, and activities presented in the conceptual framework submitted (expected deliverables and timeline, etc.)

Financial (30%)

TOTAL (100%)

Payment Schedule:

  • 30% on signing the contract and submission of drafting ToT manual in English and a comprehensive list of contents to be included pre-workshop to ensure that all the required contents are included
  • 70% on submission of final training report in English and other template as may be required

Submissions of Application Documents.

How to submit the Bid:

The required documents should be sent by email to hrkenya@jrs.net and with the words. “Consultancy for Peace Building and Reconciliation Training”, as the title of the mail. JRS reserves the right to reject any application(s) without disclosing the reasons.

The deadline for application submission is 17th November 2021 at 18:00 (EAR Time).

Documentations:

While submitting the Technical Proposal, the Applicant shall ensure to attach the following:

  • Presentation letter of the consultant (max 1 page) explaining why they are the most suitable for the work and including the financial proposal
  • Recent CV with Relevant Experience
  • Detailed methodology and conceptual framework with expected deliverable and timeline

Modification and Withdrawal of Bids:

The Bidder may modify or withdraw its bid after submission, provided that the written notice of the modification, or withdrawal of the bid is duly signed by the Bidder prior to the deadline.
