Boresha Jamii is a PEPFAR-funded USAID project covering Kakamega, Kisumu, Nyamira, and Vihiga counties. The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “95-95-95” targets.
PATH Kenya seeks to recruit Program Officer, TB/HIV to provide technical support and expertise, coordination and supervision of all Tuberculosis and TB/HIV activities at the county, sub county and facility level in compliance with national and donor guidelines and policies. The program officer will support implementation of TB diagnosis and treatment components to improve the prevention, detection, and treatment of tuberculosis (TB) and drug resistant tuberculosis (DR TB) through technical assistance in accordance with national guidelines. The Program Officer will work closely with Care and Treatment Program Officers, HTS, Lab, Commodity and C&T TAs and the S/CTLCs to ensure that TB case management standards are upheld to the internationally recommended END TB strategy across the 4 counties.
The incumbent will provide technical support and supervision in collaboration with MOH CHMT and SCHMT teams to ensure the successful planning and implementation of TB and TB/HIV service delivery activities at county, sub county and facility level including facility work planning and target setting, performance reviews, support supervision, technical support, SIMS activities and reporting. The Program Officer will provide representation for the Boresha Jamii project at facility, sub-county and county TB and TB/HIV related technical forums and meetings as may be called upon. The program officers will be based in Kisumu and will report to the Senior Technical Advisor, Care Treatment and Systems Strengthening. S/he must be experienced in integrated TB/HIV facility and community level programming.
Duties and Responsibilities:

- Oversee and contribute to implementation of the programmatic management of TB and TB/HIV services to promote expansion of quality TB services based on national guidelines.
- Participate in project work providing advice in the area of TB/HIV integration and building capacity.
- Support active scale up of TPT.
- Participate in TB review meetings and provide feedback on TB case management and TB program performance with a focus on clinical TB management to program team at these meetings conducted to analyze findings of supervision and results of local TB programs.
- Oversee implementation of the TB work plan across the supported counties.
- Liaise with the national TB program, county and sub county TB coordinators on behalf of the program
- Identify, develop, coordinate, and implement new activities in TB control, such as Directly Observed Treatment Short Course (DOTS) expansion; HIV/TB collaborative activities; high-quality monitoring and evaluation; and advocacy, communications, and social mobilization.
- Work collaboratively with program officers and partners to ensure timely completion of project deliverables.
- Ensure that TB efforts are linked in a network to testing, care and treatment programs that address a multitude of cross-cutting issues, such as stigma reduction and gender.
- Conduct site visits to review implementation of TB/HIV activities and meet with beneficiaries, communicate findings and recommendations for strengthening TB/HIV interventions with program team
- Compile monthly progress reports of individual county’ activities and submit it to the supervisor
- Analyze the partners reports to capture best practices and success stories emerging from the interventions and share in various forums.
- Required Experience

- Bachelor’s Degree in Public health or any other relevant degree
- Minimum of five years’ experience in public health, preferably with TB or HIV programming.
- Technical knowledge of clinical, public health, and programmatic aspects of TB control and of HIV/TB integration issues.
- Team focused with the ability to foster effective working relationships between partners, NGOs and CBOs, governments and the community.
- Demonstrated collaborative skills in working with communities, partners, and donors in TB community.
- Programmatic, theoretical and philosophical grasp of technical areas pertaining to TB
- Advanced HIV/TB Care and Treatment trainings will be a distinct advantage.
- Hands on clinical experience in HIV service delivery and technical coordination.
- Proven experience and familiarity with MOH/GOK health systems.
Candidates must have legal authorization to work in Kenya.
