Call for Consultancy Service Follow-up Assessment for Verification of Implementation of Partners’ Plan of Action on the Pre-funding Financial Assessment

Bread for the World (BftW) is an international development agency owned by the Protestant Churches in Germany based in Berlin. One of its regional offices is located in Addis Ababa, Ethiopia, registered as an international NGO with the Federal Republic of Ethiopia Agency of Civil Society Organizations, registration number 1295. BftW works through various faith-based and secular civil society partners worldwide with whom they share similar values. The Horn of Africa Regional Office (RO) works with Ethiopia, Eritrea, Somalia, South Sudan, and Sudan partners. The main thematic areas of BftW are (1) new poverty and hunger crises, (2) climate change, (3) violence, fragility, (4) women’s right and empowerment, and (5) digital change.

PADD/BftW would like to invite interested audit or financial consultancy firms to verify financial assessments for its partner, AFSC.

The American Friends Service Committee (AFSC)

The American Friends Service Committee (AFSC) is a Quaker organization that promotes lasting peace with justice as a practical expression of faith in action. Drawing on continuing spiritual insights and working with people of many backgrounds, we nurture the seeds of change and respect for human life that transform social relations and systems. AFSC has more than nine decades of experience building peace in communities worldwide. Founded in the crucible of World War I by Quakers who aimed to serve both humanity and country while being faithful to their commitment to nonviolence, AFSC has worked throughout the world in conflict zones, in areas affected by natural disasters, and in oppressed communities to address the root causes of war and violence. During World War I, the American Friends Service Committee (AFSC) was founded in 1917 to give young conscientious objectors ways to serve without joining the military or taking lives. AFSC works both in USA and International locations. Among International locations, Burundi, South Sudan, Somalia, and Zimbabwe are where AFSC implements its projects.

Currently, AFSC is implementing projects in Somalia and South Sudan funded by BftW.

Follow-up/Verification of the Implementation of Partner’s Action Plan based on the Pre-funding Financial Assessments (PFA) recommendations for the following partners

i) The American Friends Service Committee (AFSC)

  • Regional Office – Nairobi, Kenya
  • Project Office – Mogadishu, Somalia

In addition to visiting the offices mentioned above, there will be a visit to the WASDA office in Nairobi, Kenya and Mogadishu, Somalia, and Juba Foundation office in Mogadishu, Somalia office. WASDA and Juba Foundation receive grants from AFSC as sub-grantee.

Note: Prefunding financial assessment was carried out by the external audit firms (financial consultancy firms) at the end of 2019, and partners submitted their action plan based on the recommendations given by the external auditors and progress status report for the implementation of their action plans. Therefore, BftW would like to get confirmation/verification by the external audit firm whether partners have fully or partially implemented their action plans as per the given recommendations.

Minimum Qualifications:

  • Language skills: English for reporting
  • Renewed Business license (as Financial Consultancy or Audit Firm)
  • Professional license (as Financial Consultancy or Audit Firm)
  • Chartered Accountants registration certificate
  • Tax Identification/Tax Payer Certificate
  • Value Added Tax (VAT) Certificate
  • Experience in auditing and financial consultancy of NGOs (Local and International)

Note: Minimum experience is five (5) years and above.

Submission date of technical and financial proposals no later than September 12, 2021 (No Exception).
