Consultancy: Strengthening Internal Capacities to Prevent and Address Fraud, Corruption and SEA

Background
The main mission of the consultant is to support the Head of Internal Audit and the Senior Management team in the elaboration, consolidation and dissemination of an operational framework for effective internal abuse management. In addition, he/she will be responsible for developing and supporting the implementation of trainings for abuse prevention as well as effective treatment and investigation of professional alerts.
Duties and Deliverables
On the topic of Sexual Exploitation, Abuse and Harassment
- Establish a detail diagnosis of internal policies on prevention of Sexual Exploitation Abuse and Harassment through mapping of the existing documentation of SI and identifying the missing documentation
- Develop procedures and tools for prevention and awareness raising regarding fight against sexual exploitation, abuse and harassment.
- Reinforce the internal framework and processes for the management of whistleblowing alerts related to Sexual Exploitation abuse & Harassment
- Create training packages in English, French and Arabic that can be disseminated on the field for specifically targeted audience (Internal investigators, Country Coordination Teams & general awareness for all staff of SI)
- Conduct workshops and trainings aimed to train SI internal trainers on the ethical frameworks developed as part of point 2 in order to ensure effective dissemination of abuse prevention measures and investigation tools.
On the topic of Fraud and corruption

Qualifications
- Experience(s) in the management of whistleblowing mechanisms in the humanitarian sector;
- Proven redaction skills & experience
- Strong knowledge and sensitivity to the ethical standards of the humanitarian sector and donor requirements in this area;
- Recognized ability in administrative investigation technics and management of risky behaviors (safeguarding);
- Fluency in both spoken and written English and French; Arabic would be appreciated
- Ability to use Pack Office tools;
- Good stress management;
- Proven training of trainers experiences
Additional information
- The consultant will be home based.
Conditions of Service
- The consultant is expected to contribute approximately 120 days of support starting September 2021 ;
- Remuneration for this consultancy will based on the deliverable.
