Job Title: Health Services Delivery Officer

Job Objective

Working under the direction of the project coordinator, the Health Services Delivery Officer will facilitate
linkages and access to quality health services to OVC and their families. He/she will provide technical
leadership in HIV testing, HIV risk screening, viral load follow-up, nutrition and health education. He/she
will ensure that beneficiary case plans respond to their health needs and that the health and nutritional
component of the project is well addressed. The HSDO will work closely with the local health facilities
to ensure effective linkages, referrals and treatment support of all OVC in need.

Description of Duties:

  • Support in the development and implementation of health and nutritional responsive beneficiary case plans.
  • Ensuring that appropriate community interventions are implemented for the sustainable
    achievement of viral load suppressions for HIV positive beneficiaries.
  • Coordinates targeted HIV testing and informs the project on emerging issues, standards and protocols for care and support of HIV infected persons.
  • Strengthening linkages between the community and facilities in collaboration with the community health volunteer.
  • Serving as a point of contact and information base between the community and facility
  • Facilitating consultative meetings between health facilities and community based social workforce.
  • Ensuring proper implementation of case management of clients returning and being initiated into care
  • Promoting the welcome back strategies for defaulters and ensuring adequate client support for same day treatment initiation.
  • Tracking linkage targets, and preparing and submitting monthly reports
  • Supporting quality improvement processes to strengthen linkage approaches and identify and document good linkage practices.
  • Collate and synthesize relevant project information and provide timely feedback.
  • Regularly check quality of data generated by the MEAL department. Collaborate with the MEAL team to ensure accuracy and timeliness of reports.
  • Participate in county and sub county OVC and technical advocacy working groups and other learning forums.
  • Undertake other duties as assigned.

Required Qualifications and Experience
Education:

  • Diploma or degree in nursing, public health, community health, or any other related qualification from a recognized university.

Experience:

  • Minimum of 4 progressive years of direct involvement in community development work, technical support, management, and administrative leadership in similar activities.
  • Experience working in health facility settings (medium or high volume) in PMTCT, MCH or CC clinic will have an added advantage.
  • Supervisory experience is a must for this position.
  • Working knowledge in computer packages.
  • Excellent writing and presentation skills, including technical progress reporting.

Language Requirements:

  • Fluency in written and spoken English and Kiswahili
