Learning & Development Field Advisor – Mobile Implementation Officer (m/f/x) – MSF
CONTEXT
Within MSF Belgium, the People Development Hub of the HR Department aims to develop MSF’s people working globally, so they have the capacity and capabilities to meet MSF’s operational needs and objectives. The focus for learning & development in our projects is shaped by the current OCB (Operational Center of Brussels) operational and HR strategies (2020-2023), or the coming period, the emphasis is on improving the induction and onboarding, on management development, and on the implementation of sound Learning & development (L&D) strategies, policies and processes adapted to local contexts and operational goals through competent field staff. This will be done especially by focusing on the capacity building and empowerment of our L&D staff in our projects worldwide.
Within the People Development Hub, the L&D Support & Deployment team focuses on supporting Headquarters (HQ) and the staff working in our interventions (notably the L&D functions) with the development and implementation of L&D Strategies including the related policies and tools.
As Learning & Development Field Advisor – Mobile Implementation Officer (L&D FA MIO), you provide an adequate, continuous and sustainable support to our projects learning and development needs, as well as support to the vision of further autonomy and quality in our projects and operations.
You will work under the direct supervision of the L&D Support and Deployment Team Leader, in the L&D Support and Deployment team consisting of other L&D FAs, as well as other positions giving direct support to the field on specific L&D topics. You will work in close collaboration with L&D staff and HR Coordinators (HRCOs) in our contexts of interventions with HR Officers in the Operational Cells/Regional Support Teams.
MAIN RESPONSIBILITIES
- Support the use of assessment and needs analysis fitting to operational strategic goals
- Advise on and support the implementation of strategy, policies, and processes in the Employee Development cycle phases (Recruitment, Induction, Onboarding, Learning and Development, Engagement, Feedback, Offboarding, Mobility) with a special focus on;
- induction & onboarding procedures & processes
- trainer/facilitator capability building
- mentoring & coaching processes and skills
- learning programs for people managers – promoting a management & leadership culture in accordance with MSF organizational values and requirements
- new feedback-based performance management & development process
- deployment, adoption, and integration of Tembo
- offboarding and exit/landing
- Detachment/mobility: propose learning & development solutions in line with our learning philosophy that are blended, agile, and scalable, incorporating the 70:20:10 learning model
- Support in delivering technical learning solutions & advise on organizational L&D set-ups to L&D profiles in the field
- Secure connection, coherence and involvement in the implementation of strategic focus areas, based on country constraints and context
- Co-design learning & development initiatives tailored to the country/ project, working in close collaboration with local and/or flex pool facilitators, other MIOs, as well as actors in the OCB L&D Unit
- Support and help put in place follow-through mechanisms, including line management involvement to ensure continuity and sustainability of all L&D initiatives
- Strengthen the learning culture to secure self-directed and personalized learning, including digital opportunities
- Organize ad hoc activities, such as webinars, to contribute to L&D communities of practice on local, regional, Operational Center (OC) and inter-OC levels
- Follow up specific dossiers transversally across all missions as 2nd line support
- Brief and debrief L&D profiles and HRCOs
REQUIREMENTS
Education & Experience
- A bachelor’s or master’s degree, preferably, in Learning and Development, HR or related field; or through equivalent experience
- Minimum 2 years of professional experience in HR development in an international and complex context
- Minimum 2 years of field project experience with at least 1 year in an L&D role, preferably with MSF
- Experience in facilitation and training
- A management experience is an asset

Languages
- Fluency in English (both written and oral)
- Fluency in French is a very strong asset (both written and oral)

CONDITIONS
- Expected starting date: Begin June 2024
- Location*: Nairobi (Kenya) or Brussels (Belgium); but mainly carried out in the field (all contexts)
*Other location/s in Africa (preferably Central or East Africa) or middle East where there is an MSF entity could be exceptionally discussed. The final outcome depends on local legal limitations (residency, work permit, etc.) and on agreement with the MSF hosting office MSF entity/office of the/se location/s.
** Due to administrative constraints linked to the duration of the contract, candidates must already have a permanent right to work in Belgium (citizen of the European Union) or a residence permit/document marked “unlimited access to the labor market* - Mobility in the field at least 70% of the time
- Contract type: Fixed-term contract – Full time
- Length of contract: 12 months (extension possible)
- The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids
- Medical Insurance 100% covered as per international package; 45 paid leaves
- No family position
