THE DEVELOPMENT OF FUNDRAISING STRATEGY(IES)

Who is the Danish Refugee Council

DRC has been present in Kenya since 2005 working with the displaced, offering support in areas of protection, livelihoods and armed violence reduction. The areas of operation include Dadaab and Kakuma refugee camps (including Kalobeyei Integrated Settlement), as well as with urban refugees in Nairobi and Mandera. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

Rights Organization for Advocacy and Development (ROAD)

Rights Organization for Advocacy and Development (ROAD) is an indigenous, women-founded, community rooted organization operating in the Northern Frontier counties with headquarters in Garissa County. Founded by women in ASAL and registered by the NGO coordination board in 2009, it seeks to ensure resilience and developments mirroring the needs of the population are evidence-based, gendered and disability mainstreamed. Currently, ROAD is operational in all sub-counties that constitute Garissa county – Lagdera, Hulugho, Ijara, Dadaab, Balambala and Garissa township. In Mandera county we are operational in El-walk and Banisa sub-county with operational office in El Wak.

ROAD has its main Offices in Garissa, Kenya and Kismayo, Jubaland state Somalia with sub-offices across Somalia and Kenya. Its mission is to alleviate poverty and suffering among vulnerable communities by addressing root causes as well as to provide emergency relief implementation. The intent has been more on ensuring donor project deliverables are met and not necessarily to achieve localization commitments as envisaged under the Grand Bargain.

Nomadic Assistance for Peace & Development -NAPAD

NAPAD is a non-Governmental development organization that operates on a non-profit basis with principles and philosophy aimed at effective and sustainable community transformation. NAPAD works with local communities and their organizations to ensure that vulnerable and poverty-stricken people in the county particularly the pastoral and ago-pastoral communities, can enjoy peace, quality living conditions, and sustainable development

A group of former UN and International NGO workers with a similar vision and passion saw the need to dedicate themselves to supporting underprivileged local Somali communities to help them achieve social and economic development. The organization was initially registered with the Ministry of Culture and Social Services in Kenya as a community-based Organization (CBO) in 2004 but later changed its legal status to a Local Non-Governmental Organization (LNGO) in 2009 with the NGO Coordination Board of Kenya. NAPAD has offices in Mandera County and a liaison office in Nairobi. It also registered in Somalia (2006) and in Ethiopia (2021), to serve the vulnerable Somali communities residing in the Mandera triangle.

Merti Integrated Development programme (MID-P)

MID-P is a local NGO with over 20-year experience working in Isiolo County in the development and humanitarian sector. MID-P was formed when Action Aid Kenya (AAK) phased out its Merti Development Area programme in the year 2000. Its mandate was to coordinate self improvement actions by various community-based groups in Merti initially supported by AAK. As part of its growth plan MID-P was registered as a national NGO in 2003 with NGO coordination bureau. From 2005 it attracted funding from other donors notably International Institute of Rural Reconstruction (IIRR) and Cordaid.

Since its establishment, MID-P has developed a strong and robust regional outlook built over the last 18 years on a foundation of trust and community-driven development approaches. MID-P works through strategic and carefully selected partnerships throughout the Isiolo County and works closely with the County government and various National government departments and agencies. MID-P’s strategic niche is premised on promoting a model that enhances growth and sustainability of communities through their strong engagement in owning and driving their development efforts, capacity development, community participation and local resource mobilization

Foundation for Health and Social Economic Development Africa

Foundation for Health and Social Economic Development (HESED) Africa is a not-for-profit organization registered with the NGO Council in Kenya. The organization is headquartered in Nairobi, Kenya and has a vision to contribute to a society with access to all basic right and a mission to enhance livelihoods of vulnerable communities through development of health, social and economic capacities. The top most decision-making organ in HESED is the Board. The board members consist of medical doctors; social scientists; human resources; micro-enterprises; and monitoring and evaluation specialists.

The organization was started with the main aim of supporting refugee integration and tackling related challenges, with a focus on children, women, and youth. This focus extends to the relationship of these groups to areas of health, economic and social empowerment while incorporating cross-cutting issues such as HIV/AIDS, human rights, gender, gender-based violence and peace building. HESED Africa works in the following geographical areas: Nairobi, Kisumu and North Eastern Province – ASAL Regions – Garissa and Dadaab, Naivasha, Budalangi and Nyandarua. We work closely with several partners, including governmental bodies (Ministry of Health), other NGOS, religious groups, and other community organizations.

Solidarity Initiative for Refugees (SIR)

Solidarity Initiative for Refugees is a refugee-led organization founded in 2016 by a group of young refugees with the purpose of leveraging technology to equip refugees and locals in Kakuma with the skills and tools they need to build a better future for themselves and become economically self-sustained. The organization uses digital learning approaches to empower youth in Kakuma by providing them with access to education and dignified livelihood opportunities. The mission of SIR is to support youth (both men and women equally) back to the path of regaining what insecurity, discrimination, war, and disaster took away from them. Solidarity Initiative for Refugees has its main office in Kakuma Refugee camp.

Purpose of the consultancy

DRC through it’s strategic partners (Foundation for Health & Social Economic Development Africa, Nomadic Assistance for Peace and Development -NAPAD, Merti Integrated Development Programme (MID-P), Rights Organization for Advocacy and Development & Solidarity Initiative For Refugees) is looking to hire a consultant to develop comprehensive fundraising strategy for each of the five strategic partners in alignment with their strategic plan ambitions. Most importantly the fundraising strategy aims to enable the five organizations to fully implement their strategic plans. This means that the fundraising strategy should also help the organizations to obtain support from conventional and non-conventional funders. The consultant is therefore expected to establish the current situation before developing content suitable for each of the five strategic partner organizations.

Background

DRC with support from DANIDA SPA funding, is investing in the development of a replicable model for supporting the sustainability of equitable and strategic partners over a 4 year timeframe (2022-2025). This model embodies building self-sustaining local leadership and response capacities of civil society Organizations and recognition that sustainability is maximized by investing in our partners in the areas of organizational development, flexible funding, linkages to institutional and other donors, and planned responsible exit or transition strategies. This investment will culminate in a replicable DRC model for supporting the sustainability of equitable and strategic civil society partners by investing in resource development on ‘how to’ and documenting learning coming out of the participating country programs.

Objective of the consultancy

By the end of the assignment, the consultant should develop fundraising strategy(ies) that takes the following into consideration:

  • A review of the current fundraising approach and practices (successful and unsuccessful ones) of the Five strategic partner organizations
  • Identify and analyze current and past donors and partnership/funding agreements or practices
  • Desk research and interviews to receive more insight into fundraising from other CSOs and donors working in the same field
  • Define fundraising needs, provide clarity over fundraising priorities, and define the Funding Channels that the strategy will address while ensuring full operational focus and alignment with the strategic goals of the Five strategic partner organizations in view of the current situation
  • Align each of the partners’ fundraising goals to the present and desired capacities of the organization
  • Identify new donors as well as expanding the existing list of prospects, and more specifically Identify potential donors who support programs that are in line with the organizational goals
  • Exploring the latest trends in fundraising for local organizations while anticipating the future of fundraising and adaptation measures
  • A strategy that can be associated with a concrete fundraising plan and provides guidance on how to follow the fundraising plans
  • Identifying the organizational stakeholders, define and assign fundraising roles & responsibilities
  • Provide recommendations if needed for current strategic documents that the five organizations may need to review or put in place for the success in the implementation process
  • Include a results framework based on the partners’ strategic plans which outlines more precisely the desired impact and serves as a basis for program and proposal development

Scope of work and Methodology

To meet the above-mentioned objectives, the consultant shall undertake the following :

  • Desk research and consultation with strategic partners and the steering committee
  • Review past practices of the strategic partners, and objectives linked to fundraising (provide feedback)
  • Guide the strategic partners during the process of developing the fundraising strategy
  • Help and assist in preparing specific pitches and provide guidance and advice when applying for new project proposal calls
  • Leverage on partners’ fundraising strengths to create opportunities for cross learning, mentorship and coaching
  • Seek validation and adoption at all of the key stages of the development process of the fundraising strategy(ies) from partners’ established organizational structures to ensure participation and foster ownership of the final product. (these include: Boards of management, Partners’ senior management team, steering committee, etc)
  • Meeting the timeframe and deadlines agreed upon with the strategic partners and the steering committee

The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from the steering committee and the strategic partners.

Deliverables

The Consultant will submit the following deliverables as mentioned in the table below:

Revised approach (methodology for the assignment)

A step by step process of how the assignment will be undertaken in general following the initial review of secondary documentation and clarity of information from all the partners (A workplan of the assignment and expected support must be included)

Inception report

The Inception report should include:

  • A Secondary data review outlining strengths and weaknesses of each of the Five organizations in terms of their fundraising practice, track record, etc.
  • A confirmation of the overview of existing funding and funding ‘gaps for each of the organizations;
  • Align each of the considerations listed under the objective of the consultancy to specific organizational findings and needs
  • Data collection tools/instruments where necessary
  • A confirmation of the next steps of the assignment tailor made for each of the organizations’ needs including work plans and specific deliverables for each organization
  • A table of content for the envisaged fundraising strategy for each of the organizations

Operational Report

  • Partner specific findings including changes in the initial plan
  • Lessons learnt from the approach
  • Case studies

Final Report

  1. Draft Partner specific Fundraising strategies:
  • In line with an agreed table of content
  • Inclusive of updated mapping of potential donors and results framework
  • Inclusive of any associated fundraising tools (e.g. specific pitches element or case for support).
  1. Prepare first draft of the overall assignment report
  2. Partner specific final Fundraising strategy based on the feedback from the respective partner organizations
  3. Final Overall Report based on the feedback from the respective partner organizations

Training Report

Train a Refugee Led Organization-REHORI on resource mobilization. NOTE: Refer to a separate TOR for REHORI

The Consultant will provide the deliverable documentation via email

Duration, timeline, and payment

  • The consultant is expected to estimate the total expected duration to complete the assignment and the associated cost.
  • The consultant to separate the estimated logistical/operational and technical costs for the assignment
  • The assignment should start as soon as possible and be completed within a maximum of a 4-month period of time once the contract is awarded.

Proposed Composition of Team

  • The Consultant to propose a suitable team to undertake the assignment

Eligibility, Qualification, and Experience required

The Consultant/consultancy firm should have :

  • A master’s degree in social science or a bachelor’s degree in social sciences with at least 7 years of experience in fundraising or program Development for the lead consultant
  • 3 years’ experience Demonstrated track record of successfully advising CSOs in the development of effective fundraising strategies
  • Demonstrated experience in facilitating organizational development of non-profit organizations, including in relation to the development of fundraising strategies
  • To have knowledge of local and regional socio-political context
  • Demonstrated knowledge of the funding landscape in Kenya is a MUST have
  • Familiarity with NGO’s and CBO’s mission, vision, and at least experience in three of these themes (Peace, reconciliation, conflict transformation, human rights advocacy, youth activism, Refugee/IDP programming, social entrepreneurship, CSO development, and work with institutions)
  • Experience with the development of Monitoring and Evaluation framework (especially regarding the development of results framework and associated indicators) is desirable
  • Program design & methodological experience in relation to localization will be considered an asset
  • Demonstrated track record in securing programmatic and core funding and demonstrated know-how in donor relations (including private donors)
  • To have excellent facilitation and Report writing skills
  • Availability for the time-duration specified in the ToR.

Technical supervision

The selected consultant will work under the supervision of the Steering committee (Representatives from the five strategic partners and DRC).

Location and support

  • The assignment will be conducted in Nairobi and where necessary field locations to be specified by the strategic partners. The possible locations include: Kakuma, Mandera, Isiolo and Garissa.
  • The Consultant will provide their/teams’ own computers and mobile telephones where necessary
  • The consultant to highlight any support that may be required for the success of the assignment

Travel

  • The Consultant may be expected to travel to various partner organizations to gather the initial pre-inception data where necessary.
  • Relevant Partner specific field visits during the execution phase of the assignment is mandatory. The possible locations include: Kakuma, Mandera, Isiolo and Garissa.
  • DRC will cater for transport cost from Nairobi to the partners’ field offices where necessary while Partners will take care of local travel and accommodation costs for the consultants while in the field.

Submission process

Interested bidders must submit as a minimum:

  • Document 1: Profile: (group of Individuals/Firm); Updated CV(s) of consultant or consulting team with details of qualifications, technical skills, language skills and experience. If bidding as a company, please include a company profile, Certificate of incorporation, Tax Compliance certificate, litigation history, CR 12 and any other associated statutory requirements.
  • Document 2: Technical proposal that summarizes understanding of the TOR, methodology and tools to be used (3 pages max). Outline basic strategy and technical approach to the TOR, clearly indicating the level of effort required.
  • Document 3: A brief document (2 pages max) showing portfolio of recent previous relevant assignments or work.
  • Document 4: A separate financing proposal in Kenya Shillings with a breakdown of budget covering consultancy fees and all related expenses to implement the activities of the consultancy including all applicable costing including taxes. Financial proposal should Consider the responsibilities of consultants in relation to identification and management of the phases highlighted.
  • Document 5: Work Plan indicating the proposed activity schedule.
  • All other documents listed in the RFP invitation Letter.

When Bids are emailed, the following conditions shall be complied with:

  • The RFP number shall be inserted in the Subject Heading of the email
  • Separate emails shall be used for the ‘Financial Bid’ and ‘Technical Bid’, and the Subject Heading of the email shall indicate which type the email contains
    • The financial bid shall only contain the financial bid form, Annex A.2
    • The technical bid shall contain all other documents required by the tender, but excluding all pricing information
  • Bid documents required, shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the bid being disqualified.
  • Email attachments shall not exceed 4MB; otherwise, the bidder shall send his bid in multiple emails.

Failure to comply with the above may disqualify the Bid.
