Terms of Reference to Organize Training on Strategic Human Resource (HR) Leadership – SOS Children’s Villages International (SOS CVI)

1. Background

SOS Children’s Villages International (SOS CVI) is a non-governmental and non-denominational organization working with communities, partners and states to ensure that the rights of all children are fulfilled in every society. SOS CVI is a global federation working to protect and care for children who have lost parental care, or who are at risk of losing it. SOS Children’s Villages East and Southern Africa (ESAF) region, headquartered in Addis Ababa, Ethiopia, provides support to 26 member associations in all work areas including programme implementation, advocacy, fundraising and governance.

SOS CVI East and Southern Africa believes that the successful achievement of its purpose, vision, and mission depends on the competence, commitment and engagement of its staff, which requires having strong and strategic HR managers and team. Many of the member associations in the region are developing their country strategies with a highly expected support required from HR managers on people and organizational management and development strategy. In view of this anticipated demand and objective of empowering HR managers with contemporary knowledge and skills on strategic HR management covering the HR management cycle.

To service this objective, SOS CVI ESAF is looking for a competent and befitting training and consulting firm to conduct a 3 days training on Strategic HR Leadership for its HR professionals.

2. Objectives:

The overall purpose of the training is to strengthen and build the capacity of HR managers and community in the region and provide contemporary knowledge and skills on strategic HR management covering the entire HR management cycle.

3. Scope and duration of the Training:

The consultant is expected to design training materials as per the specifications outlined in this TOR, deliver the training for three (3) consecutive days in a workshop scenario, submit training evaluation and reports and provide coaching for participants during the duration of the training. The trainings will be carried out in our Regional Training Centre located in Nairobi, Kenya.

4. Target Group:

Target participants for this training are National Association HR managers and regional HR advisors group.

5. Specific Tasks and Deliverables:

  • Conduct a quick assessment, based on the profile of the participants.
  • Development/refinement of learning objectives, methods and tools, based on a clear understanding of the TOR & participants’ assessment results;
  • Prepare, submit and present a well-organized training material.
  • Develop the list of equipment/materials which are necessary to carry out the training.
  • Develop training evaluation, conduct pre- and post-training tests and submit the results.
  • Provide clear instructions/directions for class exercises.

6. Modules/topics to be covered:

  • Current trends in HRM.
  • Strategic HR leadership; aligning strategy and human resources.
  • Developing and executing HR strategy, tools models and processes
  • HR Business partnering
  • Talent Development and Management
  • Performance management and succession planning
  • HR Service Delivery, Measurement and HR Analytics.
  • Strategic transformation and the role of HR
  • Building a value-based organization and culture
  • Managing employee well-being
  • Workplace diversity, inclusion and Social Issues in HRM
  • Managing conflicts in organizations
  • Design an organizational structure and strategic workforce planning.

7. Methodology:

The consultant/trainer will propose the methodology suitable for adult learning and prepare detail contents topics of the training along with methodology. Consultant/trainer will work closely with the designated focal team in assessing needs and developing the relevant training methodology, materials and delivering the face-to-face training in Nairobi, Kenya.

8. Skills and Competencies:

IOR ESAF is looking for an international/national consulting firm. Applicants will be shortlisted based upon their expression of interest, budget and CV of the trainers and organizational profile.

The marking system will consider:

  • Have at least 10 years’ or more experience in human resources management, organizational development, or related filed preferably in international organizations similar to SOS Children’s Villages International
  • Must have facilitated similar (strategic HR management, strategic HR Leadership, etc.) trainings to HR professionals and senior level managers;
  • Demonstrate familiarity and understanding with the regional and operational context in which SOS Children’s’ Villages (Eastern and Southern Africa region) operates;
  • Have a high level of facilitation and communication skills in English;
  • Relevant module development and training methodology applied.

9. Timeframe and venue

The training is planned to take place in Nairobi, Kenya. The assignment includes developing of materials & presentations conducting the training and writing report. A tentative schedule of activities is outlined below:

  • 29-May-23:Submission of expression of interest, budget and CV
  • 2-Jun-23:Selection of consultant
  • 9-Jun-23:Submission of inception report to SOS Children’s Villages, after desk review of relevant documentation and kick-off virtually with designated focal person and assessment of needs from participants through virtual means.
  • 25-Jun-23:Submit Training module, presentation slides, and all other relevant training materials in editable formats
  • 3-5 July 2023:Review of staff’s existing capacity and delivering the Strategic HR Leadership training in person
  • 12-Jul-23:Feedback report submitted to SOS Children’s Villages reflecting the action plan and outcome of the training.

10. Specific Tasks and Deliverables

By the end of the training, the consultant is expected to provide:

  • Certificate of completion for trainees;
  • Training module and tools;
  • Training report.

11. Requirements

SOS Children’s Villages-ESAF is looking for an international/national consulting firm to develop and conduct Strategic HR Leadership training for HR Managers and professionals in the member association.

Applicant firms will be shortlisted based on their expression of interest, prior experience (CV), and budget. The marking system is as follows:

  • Must have a strong background in human resources management and organizational development.
  • Must have facilitated similar (strategic HR management, strategic HR Leadership, etc.) trainings to HR professionals and senior level HR managers organized by or for an international organization;
  • Shall have previous experience in Africa (advantageous if the experience is particularly in Easter and southern Africa context)
  • Presentation and report writing skills and fluency in English both written and verbal communications.
  • Strong facilitation and communication skills
  • Master trainer certification from recognized institution will be an advantage
  • Valid certificate of consultancy services;
  • Valid Tax Registration Certificate (indicating TIN and VAT Number);
  • Full and accurate physical, postal, telephone, and email addresses.

N.B. individual applications shall not be considered.

12. Submission Procedures

General Information

  • Applicants must submit all the required documents below
  • Price quotations must be must be quoted in US Dollars and submitted in English in a separate form – password protected. Passwords will be released only upon request from the procurement committee at a later stage. Submitting financial quotation without password protection will result in disqualification of submission.

  • Taxes and payments: As per the regulation:
    • Fees for Ethiopian nationals will be paid in ETB as per the prevailing exchange rate
    • Fees for other nationals will be paid through bank transfer in USD

Interested and qualified consulting firms are invited to submit:

Technical Proposal containing

  1. Company profile and consultants/trainer CV;
  2. Training contents and module details and methodology to be applied;
  3. List of at least three main clients who received similar training (references may be requested later on);
  4. Other information that is relevant.

Financial Proposal

  • Service Fee including applicable tax. Financial proposals must be submitted protected with passwords. Passwords will be released from applicants only upon request from the procurement committee at a later stage. Note that submitting financial quotation without password protection will result in disqualification of submission.
  1. Copies of licenses (professional and business licenses) issued by the respective government body;
  2. Copies of tax registration (TIN, VAT registration number)
